The subject of this call for tenders is the organisation and implementation of training activities in the areas of plant health and plant protection products under the "Better Training for Safer Food" initiative.
Event Manager and Assistant Event Manager must be physically present on site full-time for the entirety of every Task 1 and Task 2 training workshop (EU Member States and Candidate Countries) Contractor staff must attend up to two (2) physical meetings per period (initial and renewal) in Brussels or Ireland when requested by the contracting authority/BTSF team Kick-off meeting at Month 3 (default by videoconference; exceptionally physical in Brussels or Ireland) On-the-spot visit to an outbreak of a quarantine pest as part of Surveys/pest management workshops (Task 1) On-the-spot visits to a Border Control Post in the host country as part of Plant health import controls workshops (Task 1) Contractor must organise social events (welcome drink, cultural event, social dinner) physically at each workshop location Various meetings (e.g. kick-off meeting, preparatory meetings for Task 1 and 2 training activities) will be held by videoconference (VC) as the default mode Additional meetings proposed by either party beyond the listed physical meetings will be arranged by VC only Remote participants may attend standalone parts of workshops via video-streaming (at least 50% of workshops must include a standalone session suitable for remote participation)
Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract. In addition, involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU) that constitute a legal impediment to perform the contract.
Tenderers must comply with the following selection criteria to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove: experience in the field of organisation, preparation and delivery of face-to-face training workshops.
The tenderer must demonstrate the ability to provide a team experienced in project management, data protection and event management.
