Who can apply
16.1 · Legal and Regulatory Capacity

The tenderer is required to fulfil at least one of the following conditions: (a) be enrolled in a relevant professional or trade register, except for international organisations. In the case of groups of economic operators, each member will furnish proof of authorisation to perform the contract.

16.2 · Financial and Economic Capacity

Tenderers shall have sufficient economic and financial resources to enable them to perform the contract in compliance with the contractual provisions, given the value and scope thereof. The European Parliament furthermore requires tenderers to have a minimum financial and economic capacity: minimum turnover of EUR 1 000 000, in the area covered by the contract, over the last three financial years for which accounts have been closed.

16.2 · Financial and Economic Capacity

Appropriate professional risk indemnity insurance in place, in particular against risks and damage relating to performance of the contract which is required by the relevant legislation.

16.3 · Technical and Professional Capacity

Experience of at least 5 years in design, building and maintaining at least 2 museum exhibitions, where the tenderer carried out tasks similar in nature and complexity to those described in this tendering procedure, including all of the following: · Sets and exhibition installations, manual interactives and models · Museum components e.g. museum furniture, showcases and hands-on elements · Graphic design, museum signage · Multimedia and audio-visual hardware · Electrical engineering work (high and low voltage), installation of light, sound, audio-visual, IT hardware; · Implementation of accessibility standards

16.3 · Technical and Professional Capacity

An onsite technician with experience of at least 5 years in maintaining at least 2 museum exhibitions, where the tenderer carried out tasks similar in nature and complexity to those described in this tendering procedure, including: · Sets and exhibition installations, manual interactives and models · Museum components e.g. museum furniture, showcases and hands-on elements · Graphic design, museum signage · Multimedia and audio-visual hardware · Electrical engineering work (high and low voltage), installation of light, sound, audio-visual, IT hardware

16.3 · Technical and Professional Capacity

A Senior ICT and audio-visual technician, with at least 5 years of relevant experience in hardware and software for museum exhibitions for tasks such as design of interactive solutions and audio-visual experiences, centralised management of hardware/software solutions, organisational experience; they shall be capable to work in English.

16.3 · Technical and Professional Capacity

A Junior ICT and audio-visual technician with at least 3 years of relevant experience in ICT and audio-visual hardware and software for museum exhibitions, to execute tasks such as small repairs or replacement, reporting for the maintenance and preventive tasks; they shall be capable to work in English.

16.3 · Technical and Professional Capacity

A Handyman with at least 3 years of relevant experience in integration of equipment in exhibitions (electricity and media physical installations, keeping the casings clean and check-up of the objects and touchable items out of casings); capacity to work in English.

A project manager, with at least 5 years experience in coordinating, delivering and implementing museum exhibitions.

The working language for this contract is English and the contractor should ensure that their staff and subcontractors have professional English level.

All Contractor staff and that of their subcontractors are aware of Health and Safety in the workplace, according to relevant national and European legislation.

16.3 · Environmental Management Standards

Tenderers must include in their tenders a copy of a certificate of compliance, issued by an independent body, with the European Eco-Management and Audit Scheme (EMAS). The European Parliament will accept certificates equivalent to those requested from bodies established in a European Union Member State. The independent certifying body must comply with European Union legislation or with European or international standards on certification. Should that not be the case, certification of tenderer compliance will not be accepted by the European Parliament. A tenderer unable to provide the certificates required may provide other proof enabling the European Parliament to assess whether it has introduced environmental management measures equivalent to those laid down by the requisite environmental standards.

16.3 · Quality Management Standards

Tenderers must include in their tenders a copy of a certificate of compliance, issued by an independent body, with ISO 9001 or similar. The European Parliament will accept equivalent certificates from bodies established in other Member States. At all events, the independent certifying body must comply with the European standards series concerning certification. If, furthermore, a tenderer unable to provide the proof of certification requested, the European Parliament may accept other proof of measures equivalent to those laid down by the requisite quality assurance standards.
