The subject of this call for tenders is the running and maintenance of an the Information System on Commercial Designations for Fishery and Aquaculture Products (FAPs). This information system is a database of all information related to commercial designations of fishery and aquaculture products, and an expert system which enables the analysis of the consistency of the various data and their extraction in all EU languages. The data are publicly made available by the European Commission on a dedicated web page. It provides the European consumer and, more generally, all EU and non-EU stakeholders (producers, fishmongers, processors, importers, retailers, customs and sanitary services) guarantees of transparency and accuracy as regards one of the key elements of the labelling of FAPs. The information system is ultimately aimed at being a simple and accessible means to promote a responsible and sustainable fishery and consumption of FAPs.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove sound knowledge in the fields of: · fisheries and aquaculture, the biological taxonomy of aquatic species and · the functioning of the EU legal system, with special regard to the rules governing the CFP and especially the CMO Regulation.
The tenderer must prove experience in the field of: 1. Computer science; 2. IT project management and administration; 3. Web interference design and Java development, including mobile devices; 4. Website management and maintenance, continued improvement; 5. Database maintenance, content management, analysis, processing and mapping of data; 6. Search engine optimization; 7. AWS Infrastructure and deployment management.
The tenderer must prove the following linguistic skills: · Excellent command in English with special regards to drafting reports and minutes of very high standard; · Document editing, proofreading and translation in all EU languages.
The tenderer must prove experience in the field of project management.
