The objective of the study is to analyse how EU climate action and defence policy interact in the context of Russia’s aggression, by identifying synergies, trade-offs and risks. It aims to: • assess how the defence sector can contribute to EU climate goals (mitigation, resilience, nature restoration and dual-use clean technologies), • examine how climate policies can contribute to and impact on defence capabilities and readiness, the defence industry, build public resilience against hybrid threats, and budgetary priorities. The study is intended to provide evidence for aligning rearmament and defence readiness with EU climate neutrality and resilience objectives and aligning the design of climate policies with defence needs.

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders. Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must demonstrate proven professional experience in the field of economic analysis of climate policy, and/or in the provision of climate-related consultancy services to public authorities. Relevant experience may include policy analysis, impact assessment, economic modelling, regulatory analysis, evaluation of policy measures, or advisory services related to climate mitigation, decarbonisation, or the energy transition.
The tenderer must demonstrate proven experience in the economic analysis of defence policies and the defence industry, or in providing defence-related consultancy to public authorities or other public sector bodies. Relevant experience may include strategic analysis, regulatory analysis, impact assessment, market analysis, industrial policy analysis, or advisory services related to the defence sector.
The team delivering the service should include, as a minimum, the following professional profiles. The minimum requirements per staff profile are set out below. The contractor shall maintain an up-to-date list of core team members and report any changes to the contracting authority for approval.
Each involved entity (sole candidate/tenderer, member of a joint request to participate/tender, or subcontractor) must declare whether it is subject to conflicting interests which may negatively affect the contract performance.
