The subject of this procurement is to provide support to the activities of the European Ports Alliance Public-Private Partnership. The needs of the Contracting Authority consist of various services to be delivered comprehensively, in a coordinated manner by one operator/group of operators such as preparing handbooks, gathering recommendations, organizing meetings, carrying out various communication activities, developing and implementing capacity building for stakeholders. The European Ports Alliance Public-Private Partnership is one of the flagship initiatives of the ProtectEU Strategy for the internal security of the EU, as well as of the EU Ports Strategy.
The European Ports Alliance Public-Private Partnership requires support services, including preparing handbooks and gathering recommendations. The selected operator will also organize meetings, carry out communication activities, and develop capacity building for stakeholders. These services are part of the ProtectEU Strategy for internal security and the EU Ports Strategy.

A autoridade contratante necessita de vários serviços a serem prestados de forma abrangente e coordenada, como preparação de manuais, recolha de recomendações, organização de reuniões e desenvolvimento de capacidades para as partes interessadas. A Parceria Público-Privada da Aliança dos Portos Europeus é uma das principais iniciativas da Estratégia ProtectEU para a segurança interna da UE.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract. Criterion F1: Average yearly turnover.

The tenderer must prove experience in the field of internal security and specifically the fight against organised crime, drug trafficking and corruption, as well as in the field of customs and transport chains.
The tenderer must prove experience in providing outreach services to public bodies, such as administrations of EU Member States and/or third countries and private sector. These may include communication campaigns, crisis management, trainings or other relevant actions.
The tenderer must prove capacity to analyse and present data stemming from various sources in a concise and logical manner.
The tenderer must prove experience in delivering events-related services, in terms of both content and logistics, such as: organisation of large-scale events/meetings, preparing the meetings' concept papers, selecting speakers, using tools and proposing specific discussion formats to foster engagements and results, including physical and online or in a hybrid setting.
The team delivering the services should include, as a minimum, the following profiles. M1 - Project manager: A university degree of minimum 5 years (minimum Master's degree), with experience as project manager and in internal security/fight against organised crime.
The team delivering the services should include, as a minimum, the following profiles. M2 - Project Coordinator: A university degree of minimum 5 years in a field relevant to internal security or another field, with experience in the fight against organised crime.
The team delivering the services should include, as a minimum, the following profiles. M3 - 3 project team members: A university degree of minimum 3 years (minimum Bachelor's degree) in internal security or another field, with experience in the fight against organised crime.
The team delivering the services should include, as a minimum, the following profiles. M4 - Thematic experts: Thematic areas that will need to be specifically covered by the tenderer are the following: · drug trafficking through logistics sector, · fight against organised crime in ports, · ports security measures (facilities, staff, systems, legislation), · communication campaigns, outreach, targeted visualising of outputs for various stakeholders.
The team delivering the services should include, as a minimum, the following profiles. M5 - Linguistic expert: English native speaker or of equivalent proficiency in English, tasked with proofreading reports and other written materials. This role can be assumed by a person with M3 profile.
