Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
Experience in Macroeconomic Modelling and Labour Market Analysis: The tenderer must demonstrate experience in macroeconomic modelling, EU labour market analysis, working time or labour supply analysis, and cross-country comparative research.
Capacity to Produce Research Reports in English: The tenderer must demonstrate capacity to produce research reports and technical documents in English.
Experience with EU-Wide Microdata Sources: The tenderer must demonstrate experience working with EU-wide microdata sources, in particular the Eurostat Labour Force Survey (LFS) or equivalent Eurostat databases covering all or a substantial share of EU-27 Member States.
Project Manager: The Project Manager shall have at least five years of experience in project management, including overseeing project delivery, quality control, client relations and conflict resolution. This experience shall have been gained on projects of comparable size (minimum contract value of €100,000) and scope, including experience managing multi-country projects covering at least ten EU Member States and teams of at least five people.
Senior Macroeconomic Modelling Expert (two profiles required): Each expert shall hold a relevant higher education degree (at minimum Master's level) in economics, econometrics or a related quantitative discipline, or demonstrate equivalent professional experience. Each expert shall have at least seven years of professional experience in macroeconomic modelling, with demonstrated expertise in at least one of the following approaches: computable general equilibrium (CGE) models, dynamic stochastic general equilibrium (DSGE) models, macroeconometric models, or input-output and multi-regional input-output (MRIO) approaches. Each expert shall demonstrate experience applying their modelling framework to multi-country analyses covering a substantial share of EU Member States, and producing quantitative results for core macroeconomic outcomes including employment, wages, labour productivity and GDP.
Labour Market and Working Time Expert: The expert shall hold a relevant higher education degree (at minimum Master's level) in economics, labour economics, social policy or a related discipline. The expert shall have at least five years of professional experience in EU labour market research, with demonstrated expertise in working time analysis, labour supply modelling, or the analysis of working conditions using EU-wide microdata sources such as the Eurostat Labour Force Survey (LFS). Experience in cross-country comparative research covering a substantial share of EU Member States is required.
Language Quality Check: At least one member of the team responsible for drafting deliverables shall demonstrate a minimum C1 level of proficiency in English under the Common European Framework of Reference for Languages (CEFR), to ensure the quality of all written deliverables produced under this contract.
