Maintenance contract for the technical installations. Technical installations are subject to preventive and corrective maintenance. Furthermore, small modifications are regularly needed to adapt the installations to the need of scientific units.
All maintenance staff (minimum 1 manager + 10 workers + 1 project leader) must be physically present on-site at JRC-Geel, Retieseweg 111, 2440 Geel, Belgium during JRC-Geel working hours Manager must be on-site permanently during working hours of JRC-Geel Project leader must be full-time available on the site 24-hour on-call service: technicians must arrive on-site within 1 hour of notification Corrective maintenance repair work must be initiated within 4 hours after notification during working hours Weekly meeting between Contractor and Contracting Authority at JRC-Geel premises Monthly meeting organised by Contractor at JRC-Geel premises Radiation protection training course (2 hours) at JRC-Geel for all staff working in controlled areas Safety co-ordination meeting before start of works on the JRC Geel site All mentioned meetings take place at JRC-Geel premises (unless otherwise indicated)
Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of similar site maintenance services.
Capacity to employ quality assurance measures to ensure the quality of provided services.
Capacity to operate a safety management system to ensure the quality of provided services.
Upon signature of the Contract, the Contractor will assign a manager who will be responsible for at least the following tasks: Planning of the works to be executed; Supervision and control of works and personnel; Reporting to the Contracting Authority; Pro-actively assisting the Contracting Authority for keeping the Maintenance Management System up-to-date; Supervision and timely planning of orders for the execution of the assigned tasks; Provision of all kinds of documents, reports and evidence for auditing purposes. The manager will be permanently responsible for the operation of the Contract and will be on-site during the working hours of JRC-Geel.
The minimum occupation shall at least foresee a manager permanently on site and 10 workers of which: at least 2 are qualified to work on HVAC installations (the tasks of certified cooling technician shall be available based on the planned maintenance and works but does not have to be permanently on the site); and 2 are qualified to work on electrical installations. The Contractor shall foresee for the group of workers at least four profiles secondary education with a minimum of 3 years of experience of which: one is specialised in HVAC; one is specialised in electricity high voltage (BA5); one is specialised in electricity low voltage (BA5), including motor drivers, domotics (KNX or similar), data cabling, telephone, alarm systems, light steering, electronic signal transmitters, temperature probes, pressure switches, water meters, energy meters, as well as in inverters and drivers programming; one is specialised in cooling and refrigeration. In addition, 2 'Handymen' shall be foreseen.
For the planning and execution of the small works, a project leader shall be full time available on the site. The project leader shall have, in addition to his technical skills, management and drafting skills.
When necessary, the Contractor will provide the services of a HVAC designer, proficient in the design and detailed calculation of hydraulic circuits needed for HVAC. This person will have the necessary competences and tools to execute design and calculation actions including hydraulic concept optimisation, hydraulic component optimisation, and related simulation and calculation tasks. The tenderer shall in its offer propose a candidate that has the required competences to fulfil the above tasks.
The Contractor shall propose in its offer the services of an electrical designer. The tasks include: detailed review of the electrical boards; update of the electrical single-line diagrams in dwg files electronic format; assist with the low and high voltage legal inspections; update of the electrical single and multi-line schema in dwg files electronic format after changes to the installations.
