This procurement action will ensure the continuous improvement, operations, maintenance and support of the managed services for the EOSC EU Node platform, providing access to a rich portfolio of FAIR data and professional quality FAIR services in all relevant domains from data handling to computing, processing, analysis and storing.

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of developing and deploying as well as operating, maintaining and supporting IT/Data platforms and managed services in production (including hosting in sovereign European infrastructure). In the references, the tenderer(s) shall provide evidence that it is capable of providing 24/7 operational, production quality, managed services to its clients/users that are at Technology Readiness Level (TRL) 8 or higher. It is sufficient if the presented services have the key functionalities that are similar to the core and exchange managed service functionalities described in the Technical specifications. The managed services referenced are not expected to address exactly all the requirements written in the Technical specifications yet, but they should provide sufficient evidence to prove that the tenderer is technically, administratively, legally and financially capable to deliver managed services at scale that are required by the Contracting Authority. The expected scale shall be able to serve up to 10.000 daily visits and capable of handling up to 500 concurrent users for all service components. The EOSC EU Node cannot be used as reference.
The team delivering the services must prove experience in the fields of IT/Data managed service development and deployment as well as continuous operations, maintenance and support of managed IT/Data platforms and infrastructure. Involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the contracting authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.
