This aim of this open call for tenders is to find a suitable contractor to manage and coordinate all aspects of the EU Children’s Participation Platform. The EU Children’s Participation Platform (CPP) is one of the key actions of the EU Strategy on the rights of the child.

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
EXPERTISE IN CHILDREN'S RIGHTS: The tenderer must prove experience and expertise in the field of children's rights and safeguarding at international (EU) level, in particular in the design, implementation and management of projects involving children, rooted in scientifically sound and academically vetted child participation model/framework, including co-designing of activities, the application of child safeguarding policies, the production of child-friendly material, facilitation of child-led activities, evaluating and measuring impact.
EXPERTISE IN PROJECT MANAGEMENT: The tenderer must prove experience and expertise in managing high value (minimum EUR 1.5 million) project at international (EU) level, in particular in the design, implementation and management of projects involving children, cooperating with various stakeholders, including the European Commission, organising different work strands and overseeing their timely execution, supervising teams, reporting regularly and maintaining good working atmosphere, evaluating and measuring impact.
EXPERIENCE IN EVENTS MANAGEMENT: The tenderer must prove experience in the field of operational management and coordination of international events with children for children, of minimum 100 participants (online and in-person), including safeguarding, logistics (travel, accommodation, venues), interpretation and accessibility arrangements.
EXPERIENCE IN PLANNING, CONDUCTING AND ANALYSING CONSULTATIONS WITH CHILDREN: The tenderer must prove experience in the field of statistical analysis, social sciences, and data analysis and demonstrated ability to (a) conduct consultations with children (b) elaborate and employ rigorous child rights-based research methodologies in various EU Member States, including co-design and co-evaluation with children in an age-appropriate form and language.
EXPERIENCE IN COMMUNICATION, WEBSITE AND COMMUNITY MANAGEMENT: The tenderer must prove experience in the field of communication, website and community management, in particular managing websites or digital platforms at international level, graphic design, producing multilingual and age-appropriate material with and for children, and maintaining online or offline stakeholder communities.
QUALIFICATION AND EXPERIENCE OF TEAM PROFILES: The tenderer must provide adequate teams in terms of numbers and qualifications of expert roles, years of experience and professional qualifications in all the focus areas in scope. The team delivering the services should include, as a minimum, the profiles described below to comply in sum with technical and professional requirements. In addition, all members should prove a minimum of C1 level of English with at least two members being a native speaker or C2 level and experienced in editing and proofreading documents. Each staff member who will have contact with children or who will access data relating to children members of the Platform, will need to provide the contractor with a record from a criminal registry before signature of the contract.
