The subject of this call for tenders is a framework service contract (FWC) in cascade for Better Regulation related activities on Sustainable Fisheries Partnership Agreements (SFPAs) in DG MARE. This FWC focuses on 1) retrospective evaluations, including fitness checks; 2) prospective evaluations including impact assessments; 3) stakeholder consultations and 4) assessment of costs and benefits associated with existing and future policies and/or regulatory measures in particular regard to administrative burdens.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of fisheries-related policies (international fisheries and trade included) and cooperation with third countries.
The tenderer must prove experience in the field of Better Regulation, notably in: · retrospective evaluation/'fitness check'; · prospective evaluation/impact assessment; · stakeholder consultation; and · assessment of administrative burden in relation to spending and non-spending / legislative instruments of the EU including theory, methods techniques and tools.
The tenderer must prove capacity to draft and publish reports in a very high standard in both English and French.
Project Manager (staff category: senior consultant). Senior consultant: Highly qualified member of personnel, having assumed important responsibilities in his/her profession and possessing proven management/supervisory, specialist, conceptual and creativity skills as regards professional practise. He/she must have at least ten years professional experience of which at least five must be connected with the professional sector concerned and the type of tasks to be performed.
Expert(s) in the EU common fisheries policy (CFP) and sustainable fisheries partnership agreements (SFPAs) - staff categories: consultant. Consultant: Qualified member of personnel having received a high-level training in his/her profession possessing good specialist, conceptual and creativity skills as regards professional practise. He/she must have at least five years professional experience of which at least three must be connected with the professional sector concerned and the type of tasks to be performed.
Expert(s) in Better Regulation (staff category: consultant). Consultant: Qualified member of personnel having received a high-level training in his/her profession possessing good specialist, conceptual and creativity skills as regards professional practise. He/she must have at least five years professional experience of which at least three must be connected with the professional sector concerned and the type of tasks to be performed.
Language knowledge: Collectively the team should have excellent knowledge of English and French and good command of Spanish and Portuguese.
