The JRC Petten is aiming to conclude a contract for engineering and consultancy services. It concerns the development of designs and studies for the procurement and future implementation of various construction and/or renovation projects of buildings and facilities of varying size and complexity. It also includes consultancy services on various matters related to different topics such as installation maintenance, environmental and energy aspects, licensing, project development, and so on. Furthermore, it entails supervision of the construction phase of technical works executed by contractors on the Petten site.
Per-phase consultations at the JRC Petten site (at least once per project phase; more often for complex projects) — physical presence at JRC Petten, Petten, Netherlands Final evaluation meeting upon completion of phase 07 at the JRC Petten site — physical presence required for the contractor's Project Manager and all directly intensively involved profiles Collection of project information (archive, drawing files, visual inspections) at the Petten site at the start of each project On-site supervision of construction works in progress at the Petten site — estimated average of 24 hours per week for the Supervisor profile Surveying existing condition of buildings, equipment and structures (renovation/restoration) at the JRC Petten site Performing survey measurements on site at JRC Petten Conducting field exploration relating to flora and fauna legislation at the JRC Petten site Attending information visits organised during tendering procedures for potential suppliers at the Petten site (Phase 07 task) Account and Coordination Technical Manager: office-based with travel to client sites for meetings and project reviews estimated at least once per week Per-phase consultations (kick-off or progress meetings) may be held via Video Conference or Teams as an alternative to physical presence at the JRC Petten site
Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
Tenderers must have taken out a professional liability insurance of at least EUR 2,500,000 per claim for property damage and pure financial losses to the Contracting Authority.
Tenderers must demonstrate to have enough relevant experience and sufficient capacity to carry out future engineering/architectural projects as assignments, i.e. providing a complete Technical Design/Specifications. The following competencies are important: Competency A: designing a technical package regarding the replacement of large building related installations (such as for example fire detection system installations, or large cooling installations, or heating installation, etc.) Competency B: designing a new building with a multi-purpose function, including at least a laboratory or industrial area and office areas. Competency C: designing a sustainable building (net zero or Near Zero Energy Building).
Account and Coordination Technical Manager: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Project Manager: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Environmental Engineer: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Architect: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Design Structural Engineer: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Civil Engineer: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. Electro-Technical Engineer: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Mechanical Engineer: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Fire Protection Engineer: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Quantity and Cost Estimate Engineer: Tenderers must identify a team of persons that are proposed to carry out the tasks set out in the technical specifications under the different profiles. The team shall consist of a sufficient number of persons who can fulfil the tasks of the identified profiles. One person may be proposed for multiple profiles as long as that person meets the minimum requirements set out per profile.
Tenderers must demonstrate their quality procedures or certification to ensure their technical capability and compliance.
