Ocean observation is currently undertaken independently for different purposes including fisheries management, safe navigation, coastal protection, environmental impact assessment and research. In order to avoid duplication, identify gaps and reduce administrative burden, a digital platform will be further developed and maintained and building on existing observation initiatives, such as EuroGoos and European Research Infrastructures. The digital platform will collect observation campaign plans prepared by the responsible public bodies following common standards. This platform will reinforce EmodNet and the European Digital Twin Ocean by ensuring structured reliable data provision that will allow it to fulfil its potential as a tool underpinning a competitive and sustainable blue economy.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in developing, managing, maintaining and operating IT systems in the field of geospatial environmental monitoring data.
The tenderer must prove experience in the field of developing online digital maps using open-source software and tools for searching, viewing and downloading of layers, for extracting and transforming data, also from databases serving other purposes.
The tenderer must prove experience in the field of assembling and processing data on ocean observation.
The tenderer must prove experience in the field of marine science.
The tenderer must prove experience in the field of managing projects with significant information technology component using an Agile project management or similar and the capacity in organising workshops for the good development of the project and for communication purposes.
The team delivering the service should include, as a minimum, 1 Project Manager. Tenderers must comply with the following selection criteria in order to prove that they have the necessary professional capacity to perform the contract. Evidence will consist in CVs of the team responsible to deliver the service. Each CV should indicate the intended function in the delivery of the service.

Involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the contracting authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard. The presence of conflicting interests shall be examined during the evaluation phase based on the statements made through the Declarations on Honour and, where applicable, the commitment letters (Annex 5.1 and Annex 5.2).
