FPI.6 is responsible for concluding centralized framework contracts (FWCs), for the coverage of CFSP Entities' (CSDP Operations, EU Special Representatives, KSC) needs in a variety of supplies and services. In light of this, FPI.6 intends to launch an open procedure, with the aim of concluding a 4-year single framework contract, for the supply of security equipment to CFSP Entities through specific contracts/orders that they will be able to place under the FWC.
Physical delivery of supplies DAP or DDP to the premises of each participating contracting authority (PCA) across multiple countries including Ukraine, Libya, Tunisia, Israel, Palestinian Territories, Mali, Kosovo, Netherlands, Armenia, Moldova, Ivory Coast, Benin, Ghana, Togo, and Belgium within 30 days of countersignature of each order form/specific contract In exceptional cases, physical delivery of equipment to the EEAS Headquarters in Brussels, Belgium Weekly reporting update to the LCA (last working day of each week) — submitted by email/electronic means, no physical presence required Every 6-month cumulative expenditure report to the LCA — submitted electronically, no physical presence required All routine communications between contractor and contracting authority via the EU Funding & Tenders Portal or email
Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders. In addition, involved entities and all subcontractors must not be subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU) that constitute a legal impediment to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of supply of security equipment.
The candidate must prove experience in the field of delivery of equipment in the main regions where the CFSP bodies and entities are deployed.
