The purpose of the tender is to contract operational services related to the crop monitoring and yield forecasting activities of the JRC.D.5 unit (MARSOP). Implementing Article 25 of the horizontal regulation of the Common Agricultural Policy REG (EU) 2021/2116 on Monitoring Agricultural Resources (MARS), JRC.D.5 provides DG AGRI with timely, independent, and high-quality information on crop state and development, including quantitative forecasts of agricultural yields and production in the EU and neighbouring countries. This information is used by DG AGRI to ensure food security and for decision-making in agricultural markets. The JRC provides matching staff for agricultural analysts and experts producing monthly JRC MARS Bulletins for Commission-internal and public use, which are well received by private sector stakeholders, academics and the general public. The operational services sustain the operation and further development of the MARS Crop Yield Forecasting System (MCYFS) at the heart of the crop monitoring activities at D.5.
The Joint Research Centre is seeking operational services for crop monitoring and yield forecasting activities. Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Average yearly turnover of the last two financial years above: Lot 1 EUR 1 200 000 / Lot 2 EUR 600 000 / Lot 3 EUR 600 000.
The tenderer must prove experience in the field of meteorological data processing.
A team of available human resources envisaged for working in execution of the contract. The tenderer must demonstrate that it has sufficient and appropriate human resources to ensure the execution, operation, and maintenance of the services described in the Technical Specifications.
Access to meteorological data from weather stations. The tenderer must demonstrate near-real time access to meteorological observations from weather stations as listed in the list of active stations of the Technical Specifications.
The tenderer must prove experience in the field of acquisition and processing of satellite data for the purpose of agricultural or environmental related applications.
The tenderer must prove its capability to carry out the services requested in terms of scientific competence and expertise. The qualifications to be provided shall demonstrate the capabilities of the expert(s) or team(s) to carry out the requested services.
Computing and storing facilities. The tenderer must have proven access to computing facilities and storing capacity sufficient to meet the technical requirements and the near-real time processing of daily products as given there to host and execute all operational services defined in the technical specifications over the entire period of contract execution, including full backup and restoration capacity in case of failure within three days.
The tenderer must prove experience in the field of crop yield modelling, crop statistics and relational database management in the past 5 years.
