Organisation of agri-food events and EU pavilions in third countries, market intelligence research and related communication services - The call for tender concerns the organisation of agri-food promotion events in third countries in order to support the EU in its promotion initiatives, in line Regulation (EU) n°1144/2014. The implementation of these measures is managed by the Agri-Food promotion, Environmental Observation and Innovative Governance Unit in the European Research Executive Agency (REA). The Framework contracts resulting from this procedure will be of interest also to the European Commission. The procedure will be divided in two Lots.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract. In addition, involved entities and all subcontractors must not be subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU) that constitute a legal impediment to perform the contract.
Average yearly turnover of the last two financial years above EUR 10,500,000.
Liquidity ratio ≥ 0.9 for the last closed financial year. Liquidity = (Current assets - Stocks - Debtors > 1 year) / Short term debt (bank and non-bank).
The tenderer must prove to have at least one partner with experience in the food and beverages sector/industry, with B2B experience (e.g. delivering services to companies/economic players in the food sector such as consultancy and organisation of events, communication and promotion of products, production of content/articles, etc), located in each of the continents. Those partners could be subcontractors or part of the tenderer's members that will deliver active support during the whole contract. The type of the partners could be F&B business consultancy agency/organisation, professional associations, business operator, specialised trade publications.
The tenderer must prove experience in organising and managing at least three on-site business/B2B events (excluding B2B matchmaking meetings and trade fairs) in the food and beverages sector with at least 100 participants in partnership with B2B organisations / specialised B2B publications, during the past 5 years in 3 different countries outside of the EU.
The tenderer must prove experience in organising at least three B2B matchmaking meetings with at least 50 participants during the past 5 years in 3 different countries outside of the EU.
The tenderer must prove experience in organising and managing at least two webinars and two hybrid events (excluding trade fairs), with speakers acting simultaneously from different locations in the EU and in third countries, with at least 100 participants, and one of the four events should be for an audience larger than 300 people, during the past 5 years in 3 different countries. The profiles of the target audience(s) / sub-segments, the number of participants, the countries/location, speakers' locations shall be indicated.
The tenderer must prove experience in organising at least 3 stands with a size of at least 180 m2 with animation programme at trade fairs during the past 5 years in 3 different countries. The sector of the industry shall be indicated.
The tenderer must prove experience in providing multi-national public relation services and Social Media services in more than one third country and language during the past 5 years. The sector for which the services were delivered shall be indicated.
B1 - Project Director: At least 15 years of experience in international project management, including strategic advice, overseeing specific projects delivery, quality control of delivered service within each project, client orientation and conflict resolution. Experience in management of team of at least 10 people. Minimum C1 level in the Common European Framework for Reference for Languages in English.
B2 - Project Manager: At least 10 years of experience in managing all aspects of events organisation in at least two different income groups defined in point 1.5 of these tender specifications, involving the coordination of different partners and stakeholders (participants, speakers, subcontractors) from various countries. Minimum C1 level in the Common European Framework for Reference for Languages in English. The specific tasks, responsibilities and requirements for this position are listed under point 1.4.3 of these Specifications.
B3 - Business/marketing expert: At least 10 years of experience in business management, international trade in the food and beverages sector/industry. Minimum C1 level in the Common European Framework for Reference for Languages in English.
B4 - Writer/Editor: At least 5 years of experience in drafting and producing content to be used in various tools and channels (website, social media, leaflets/publications, adverts), for general public and B2B audiences. Minimum C2 level in the Common European Framework for Reference for Languages in English. The specific tasks, responsibilities and requirements for this position are listed under point 1.4.3 of these Specifications.
B5 - Communication/PR/Social Media Manager: At least 5 years of experience in delivering communication services across various channels in third countries. Minimum C1 level in the Common European Framework for Reference for Languages in English.

The tenderer must prove experience in carrying out secondary research on third countries' agri-food sectors in line with the requirements set in point 1.4.3 of these Specifications covering at least 3 third countries, from at least 2 different income groups, during the past 3 years. The respective target groups shall be indicated.
The tenderer must prove experience in carrying out primary research on third countries' agri-food sectors in line with the requirements set in point 1.4.3 of these Specifications covering at least 3 third countries during the past 3 years.
The tenderer must prove experience in organising webinars with the purpose of presenting and promoting research studies for specialised audiences, 2 being for businesses representatives in line with the requirements set in 1.4.3 of the Tender specifications during the past 3 years.
