The EMAS Regulation requires a peer evaluation of the accreditation and licensing of EMAS environmental verifiers. The EMAS Regulation mandates all accreditation and licensing bodies to participate to this peer evaluation. This contract is necessary to finance the peer evaluation and its management.
EU law requires the national bodies that accredit environmental verifiers (under the EMAS eco-management scheme) to be peer-evaluated against each other. This contract funds and manages that evaluation process across the EU's accreditation and licensing bodies.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Tenderers (sole tenderer or group leader only) must prove that they have legal capacity to perform the contract subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of accreditation/licensing bodies and accreditation/licensing procedures and have experience with peer evaluation processes.
The tenderer must prove capacity to work in English.
The tenderer must prove capacity to draft reports in English.
The tenderer must prove its capacity to work in at least five EU countries.
The team delivering the service should include, as a minimum, the following profile: Criterion B1 - Project Manager: At least three years' experience in project management, including overseeing project delivery, quality control of delivered service, client orientation and conflict resolution experience in projects of a similar size (at least EUR 50 000) and coverage (at least five countries covered), with experience in management of teams of at least three people.
All members of the core team should have at least C1 level in the Common European Framework for Reference for Languages in English.
The work of carrying out the peer evaluations must be performed by persons from the different EMAS Accreditation and Licensing Bodies. The participants of the Forum of Accreditation and Licensing Bodies (FALB) are all officials from the different national EMAS Accreditation and Licensing Bodies and are experts in the field of EMAS and EMAS accreditation issues.
