Procurement of services to support European ports in deepening their analysis and developing strategic plans on the opportunities for using hydrogen and its derivatives. The services will facilitate links with renewable energy producers, local industries, shipping operators, and heavy-duty transport stakeholders, as well as foster international partnerships with other ports.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
Technical capacity: The tenderer must prove experience in the field of: - Hydrogen sector; - Port ecosystems; - Financing and investments; - Project development assistance, related to energy and hydrogen technologies; - European and international policy frameworks; - Managing large groups of international stakeholders.
Language capacity: The tenderer must prove: (1) capacity to work in 2 EU official languages including at least English (C2 level in the Common European Framework for Reference for Languages) and (2) experience in drafting and delivering excellent quality reports in English.
Professional capacity: The team delivering the service should include, as a minimum, 3 members covering the following profiles: - Project Manager; - Experts in: Hydrogen technologies and infrastructures; Maritime and shipping transport; Heavy industries; Policy for hydrogen technologies and safety; Data gathering and statistical analysis; Market assessment and business planning; Working with project promoters (public and private); Financing and investments; Management of 20+ stakeholders coalition; International scientific and business cooperation and diplomacy.
