Conformément aux dispositions du règlement (UE, Euratom) nº 2509/2024 du Parlement européen et du Conseil du 23 Septembre 2024 relatif aux règles financières applicables au budget général de l’Union européenne, le Parlement européen a décidé de lancer le présent appel d’offres en vue de conclure plusieurs contrats-cadre de prestations de services de psychologie.

Who can apply
16.1 · Legal and Regulatory Capacity

The tenderer must hold a special authorization proving that it is authorized to perform the contract in the country in which it is established, or be affiliated with a specific professional organization (authorization to practice).

16.2 · Financial and Economic Capacity

The tenderer must have sufficient economic and financial capacity to enable it to perform the contract in accordance with the contractual provisions, taking into account its value and scope. The European Parliament requires tenderers to have a minimum financial and economic capacity evaluated on the basis of the following elements.

16.3 · Technical and Professional Capacity

Have appropriate insurance policies—covering death or bodily injury per person and per accident, and property damage per incident—and provide any other information regarding the nature and amount of coverage provided by a civil and professional liability insurance policy in connection with their professional activities.

16.3 · Technical and Professional Capacity

Be the holder of a secondary education diploma giving access to higher education, supplemented by training of at least four years, leading to a specialized degree in the field of psychology.

16.3 · Technical and Professional Capacity

Be able to justify current practice of the profession and professional experience of at least 5 years in the field of psychology. N.B.: Internship periods prior to obtaining the degree are not considered as experience within the meaning of this call for tenders. Practical internships carried out after obtaining the degree will be considered as professional experience. The effective duration of the tenderer's experience shall be determined from the date of issuance by the competent authority of the authorization to practice.

Have proficiency in French and English, with one language at a minimum level of C1 and the other at a minimum level of B2. Proficiency in any other official EU language would be an asset.
