The objective of this call for expressions of interest is to set up a list of pre-selected candidates capable to provide to the European Court of Auditors subscriptions to dictionaries, specialised databases on linguistic and terminological issues and encyclopaedias in electronic format published in any of the EU Member States and outside the EU. Candidates may submit an expression of interest at any time within four years of the publication of this notice, except during the final three months. However, following the publication of this CEI, the ECA plans to issue its first request for price offers (invitation to tender) in October 2026. Preselected candidates included on the CEI list will be invited to submit price offers accordingly. Therefore, to be considered for the October tender, candidates must submit their application no later than June 23, 2026. Authorisation to perform future contracts under national law.
Candidates must have sufficient economic and financial capacity to enable them to perform potential future contracts in compliance with the contractual provisions. In their expression of interest, the applicants shall provide proof of their economic and financial capacity.
Candidates must have sufficient technical and professional capacity to enable them to perform future contracts in compliance with the contractual provisions. The candidates shall indicate on the coverage table (Annex 1) which dictionaries, specialised databases on linguistic and terminological issues and encyclopaedias they are able to provide by marking the applicable publication schemes with a cross (x): preferably institutional IP recognised online access; or single online access only.
Reference forms confirming that the candidate delivered at least 5 of the requested titles with institutional IP recognised access within the past 2 years. The form shall include at least the following details: title and publisher of the dictionaries, databases and/or encyclopaedias; recipient(s) of the subscriptions.
A brief description of measures employed to ensure the quality of supplies and services (max. 2 pages). This description should include the following aspects: (1) team devoted to the execution of future contracts and direct contacts with the ECA Library (min. 1 permanent contact person + 1 replacement contact person, who is reachable by telephone and email within 1 working day); (2) the measures to provide a prompt support and reaction in case of problems and questions, e.g. concerning IP access, technical problems, missing or delayed deliveries, invoices, credit notes, reimbursements for downtime. The candidates shall react within 1 working day and indicate the resolution time of problems and questions.
