Kick-off meeting (KOM) in Brussels within 1 month of contract start — in-person Training Plan and Material Review (TPMR) milestone meeting — in-person Training Uptake Review 2 (TUR2) milestone meeting — in-person Consolidation Review (CR) milestone meeting — in-person At least 15 in-person training deliveries on-site in the requesting MS/PS country (indicative duration 1–5 days each) Online progress meetings organised regularly (e.g. every 2 months) for all non-mandatory milestones At least one bilateral meeting (online) with each of the 37 MS/PS for training promotion (Task 3) Webinars or info sessions to demonstrate the value of CEMS/EWSS and the training modules (Task 3)
Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of space-based services for civil protection / disaster risk management and related domains.
The tenderer must prove experience in the field of management and coordination of EU-wide and international projects.
The tenderer must prove experience in the field of international training delivery and of training materials development.
The tenderer must prove experience in developing online training courses (e-Learning), including the capacity to design the relevant training material in a professional, modern and user-friendly manner.
The tenderer must propose at least one project manager.
The tenderer must propose at least two experts in the field of EU disaster management policy.
The tenderer must propose at least two experts in the field of EU space data and services.
The tenderer must propose at least two experts in the field of training delivery and of development of training material.
The tenderer must propose at least one expert in graphic design.
