The Audiovisual Unit of the European Parliament is planning to award a public contract for the provision of dark fibre links for the purpose of transporting audio, video and data signals between the European Parliament on one side, and the European Commission and the European Council on the other side. This fibre connectivity is required for the inter-institutional audiovisual live signal transmission, as well as data and file exchange. These links are essential for the transparency of the European Parliament activities and assure the EP contribution to the European Broadcasting Service.

The tenderer is required to fulfil at least one of the following conditions: (a) be enrolled in a relevant professional or trade register, except for international organisations; (b) for service contracts, hold a particular authorisation proving that it is authorised to perform the contract in its country of establishment or be a member of a specific professional organisation. In the case of groups of economic operators, each member will furnish proof of authorisation to perform the contract.
Tenderers shall have sufficient economic and financial resources to enable them to perform the contract in compliance with the contractual provisions, given the value and scope thereof. The European Parliament requires tenderers to have a minimum financial and economic capacity, assessed on the basis of: minimum turnover of EUR 120.000, including a certain minimum of EUR 120.000 turnover in the area covered by the contract.
Tenderers shall have sufficient economic and financial resources to enable them to perform the contract in compliance with the contractual provisions. The European Parliament requires tenderers to have a minimum level of professional risk indemnity insurance.
Tenderers must have sufficient technical and professional capacity to enable them to perform the contract in compliance with the contractual provisions, taking into account its value and scale. The European Parliament requires tenderers to have at least five years' experience in services/deliveries similar to those required by the contract concerned.
The European Parliament requires tenderers to have a team of fibre-optics and IT experts comprising at least 3 persons, among whom at least the project leader must have 5 years' proven experience in the field covered by the invitation to tender; the other members of the team will have at least 3 years' experience in the same field.
The European Parliament requires tenderers to have a network of optical fibres in Brussels-Capital region owned or operated by the tenderer ensuring the services required by the technical specifications.
