2.5 · Selection criteria

Economic and Financial Capacity – Minimum Turnover: Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the FWC: the average yearly turnover during the past two financial years of at least EUR 300 000.

2.6.1 · Selection criteria

Professional and Technical Capacity – Relevant Economic Activity: Technical and professional capacity will be judged on the basis of the tenderer's expertise relevant to the required services, and in particular with regard to the tenderer's know-how and experience. In order to pass the selection phase: the tenderer's economic activity must be relevant.

2.6.2 · Selection criteria

Professional and Technical Capacity – Project Activity Reference Forms (PARFs): In order to pass the selection phase, the submitted PARFs must fulfil the requirements defined below and must be complete. In order to be accepted a PARF must include at least one of the following services related to the scope of this call for tenders: provision of technical services related to DOI, like resolution services, utilisation of the Handle System technology; provision of DOI-related web services; provision of metadata services related to DOI, with particular reference to the use and implementation of ONIX (ONline Information eXchange) (for books and serials – family of XML formats used for metadata exchange) as a schema; the maintenance and development of a DOI-based applications; provision of consultancy services related to DOI-based applications. In order to pass the selection phase, the accepted PARFs shall altogether cover all the five above mentioned services. One PARF may fulfil several or all the above-mentioned requirements.

The staff appointed by the contractor shall meet the minimum requirements for the respective key personnel profiles. Education: University degree of at least five (5) years, in a relevant subject, or university degree of at least three (3) years, in a relevant subject, with additional professional experience as specified below, or secondary education with additional professional experience as specified below.

The staff appointed by the contractor shall meet the minimum requirements for the respective key personnel profiles. Languages: Very good knowledge of English (Level B2 of the Common European Framework of Reference for Languages).

Professional Experience: Two (2) years of professional experience in a relevant subject in case of university degree of five (5) years, or five (5) years of professional experience in a relevant subject in case of university degree of three (3) years, or eight (8) years of professional experience in a relevant subject in case of secondary education.

Expertise/Skills: Knowledge of at least one of the listed technologies/standards, with at least the minimum experience in that technology/standard as specified below, in months: Programming languages (minimum either Java (Java SE, Java EE, EJB, etc.) or Perl) - 36; SQL - 36; XML, XSLT or DTD/XML schema (at least one of these) - 36; Web forms development tools - 24; Issue tracking system (e.g. JIRA) - 12; Version management tools (e.g. SVN) - 12; Metadata schemas (ONIX, Dublin Core, etc.) - 36; Identification standards (DOI, ISBN, ISSN, etc.) - 36.
