The purpose of this procurement procedure is the end-to-end design and development of e-learning content. This includes the compilation of topic material, the development of storyboards and the physical creation, up to and including deployment onto our learning platform if necessary. As content assets, courses can include, among others, the creation of quick guides, infographics, simulations, videos and quizzes. This FWC is not intended to offer brokerage services for existing training courses, nor to provide off-the-shelf e-learning courses or catalogues.

Minimum yearly turnover of the last 3 financial years preceding the tender submission above EUR 200 000, including a minimum turnover of EUR 120 000 in the area covered by the contract.
At least 3 similar (in scope-deliverables and complexity) contracts completed in the last 3 years preceding the tender submission deadline with a minimum value for each of them of EUR 30 000.
At least 2 similar contracts where the tenderer has involved either an in-house Subject Matter Expert (SME) or bringing third-party SMEs to a project, i.e. not involving customer SMEs. The tenderer must provide at least two (2) examples of having onboarded and worked with SMEs on two completed separate projects carried out over the past three years. The SME of the tenderer must have carried out any of the tasks described in the Annex II - Technical specifications for this role, such as providing raw materials and/or supporting instructional design process.
The tenderer must demonstrate the existence of a sufficient pool of resources that meet the minimum expertise requirement criteria outlined in sections 3.5 and 4.2 of Annex II - Technical specifications: · at least one (1) person for each of the senior technical profiles (senior instructional designer and senior graphic designer - see §3.5 of Annex II); · at least two (2) people for each of the junior technical profiles (junior instructional designer, junior graphic designer and e-learning developers - see §3.5 of Annex II); · at least one (1) person for each of the managerial profiles (contract manager and project manager - see §4.2 of Annex II).
Tenderers must be enrolled in a relevant trade or professional register.
