16.1 · Legal and Regulatory Capacity

For Lot 1 and for Lot 2, the tenderer is required to fulfil the following condition: be enrolled in a relevant professional or trade register, except for international organisations. In the case of groups of economic operators, each member will furnish proof of authorisation to perform the contract.

16.2 · Financial and Economic Capacity

Tenderers shall have sufficient economic and financial resources to enable them to perform the contract in compliance with the contractual provisions, given the value and scope thereof. The financial and economic capacity requirements apply to each lot individually. The European Parliament requires tenderers to have a minimum financial and economic capacity, which will be assessed on the basis of the following information: minimum turnover of EUR 500 000, which should apply to the area covered by each respective lot; minimum level of professional risk indemnity insurance.

At least 3 years' experience in services/deliveries similar to those required by the contract concerned.

A team of experts in the fields of art direction and graphic design comprising at least the following profiles: (1) A project manager, who will also be appointed as contact point for the contractor and who must have at least 7 years of proven experience in project management. (2) An assistant to the project manager with at least 3 years of proven experience in project management. (3) Minimum 3 profiles for each of the following: Art director, graphic designer, illustrator and motion designer, all of whom must have a diploma in the field of arts or graphic design. Graphic designers, illustrators and motion designers must have at least 3 years of proven experience in their field. The art director must have 5 years of experience in graphic design and/or visual communication and proven experience developing/co-developing creative concepts, independently and/or in tandem with clients.

16.3 · Technical and Professional Capacity

The tenderer will demonstrate: Proven ability to deliver high-quality design solutions across the asset types/formats listed above; Proven ability to deliver high volumes of graphic design assets and their versions/variants across different formats, on deadline; Proven ability, if applicable, to collaborate with subcontractors in the above-described timely deliveries; Experience delivering multi-lingual/linguistically versioned design products; Experience delivering graphic design products/solutions for various target audiences (i.e. adults, teenagers); Proven ability to deliver graphic design products that fully comply with European accessibility standards. The tenderer should demonstrate that it has an extensive knowledge and experience in areas including corporate graphic design; the development of innovative graphic design products for a variety of both online and offline platforms; in the development of graphic design products in multilingual versions/formats, and in the development of graphic design products which adhere to European accessibility standards.

The tenderer will demonstrate: Experience acquiring audiovisual licenses/rights, with an expert understanding of their legal and practical natures and scopes, and the implications for use in different projects/campaigns; A knowledgeable overview of image resources (agencies, archives, catalogues) most likely to hold materials appropriate for Parliament campaigns; A strong ability to research audiovisual materials and to closely interpret, understand and deliver to a brief, both as specifically communicated and within the context of the communications work of the European Parliament; A short turnaround time for responding to requests/delivering requested items, relative to the request type, with provisions for availability during major events or breaking news.
