In the context of the obligations defined in the Belgian Royal Decree of 20/07/2001 laying down the General Regulation for the protection of the public, workers and the environment against the hazards of ionizing radiation (ARBIS), JRC-Geel wishes to receive radiation protection support services from specialised company. These services will support the legal controls performed by the Health Physics Service of JRC-Geel and are essential for the operation of the nuclear facilities on site. Please be informed that these service must be fully compliant with the Belgian Regulation for the Protection of the Public, the Workers and the Environment against Dangers of Ionizing Radiation, RD of 20 July 2001).
All services (radiation protection, operational monitoring, equipment control, dismantling/clean-up) must be performed in person at the JRC-Geel site, Retieseweg 111, 2440 Geel, Belgium Staff must be physically present at JRC-Geel from Monday to Thursday 8h30–17h00 and Friday 8h30–16h00, with a minimum of 16 hours per official working day Minimum 3 workers on-site at all times (2 from profile a, 1 from profile b), with at least 2 back-up workers available Participation in fire safety and emergency exercises organised by JRC-Geel (physical, on-site) Every external employee must attend a 2-hour on-site course on ionising radiation risks prior to starting work in controlled areas
Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must prove experience in the field of radiation control in plants where transuranium elements are used and in the field of safety support.
A team of persons proposed to carry out the tasks described in the Technical Specifications (header 3), consisting of at least the following profiles: · 3 Radiation protection officers (profile (a)); · 2 Assistants in operational tasks to Radiation Protection Officers (Profile (b)); · 2 Nuclear Support staff for dismantling and clean-up agents (Profile (c)).
Capacity to employ quality assurance measures to ensure the quality of provided services.
