Provision of satellite images and value-added products for maritime surveillance based on SAR and very high resolution optical sensors

The tenderer must have the legal and regulatory capacity to pursue the professional activity needed for performing the contract.

The tenderer, each member of the group in case of joint tender, any subcontractors (including those which do not need to be identified), and any other entities (not subcontractors) on whose capacity the tenderer relies on must ensure that are not subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU), consisting of a prohibition to make available or transfer funds or economic resources or to provide financing or financial assistance to them directly or indirectly, or of an asset freeze. The prohibition applies throughout the whole performance of the contract.

The tenderer must be in a stable financial position and must have the economic and financial capacity to perform the contract. The yearly turnover for the last 2 (two) years must be minimum: EUR 5,000,000 EUR (Five million euro).

Project Manager (PM): Key person: Project Manager (PM). Requisites: (1) University degree (at least 3-year university degree or equivalent); (2) C1 English verbal and writing skills; (3) At least 5 years of experience as a project manager in areas related with Earth Observation.

Senior EO Specialist (SEO): Key person: Senior EO Specialist (SEO). Requisites: (1) University degree (at least 3-year university degree or equivalent); (2) B2 English verbal and writing skills; (3) At least 3 years of experience in technical projects related with EO services.

IT Technical Manager (TM): Key person: IT Technical Manager (TM). Requisites: (1) University degree in the IT or Engineering field (at least 3-year university degree or equivalent); (2) C1 English verbal and writing skills; (3) At least 3 years of experience implementing, maintaining, and/or ensuring IT operations of real time systems including experience in data processing and distribution.

SAR Satellite Data Acquisition and QRT Services: Only applicable to Lot 1: The tenderer shall be able to acquire and process satellite data and to deliver services in QRT for the following satellite missions: Sentinel-1C or Sentinel-1D and One of the following satellites: Radarsat-2, TerraSAR-X/Tandem-X, PAZ-1, ICEYE, Cosmo SkyMed. During the evaluation phase of this procedure, EMSA reserves the right to request evidence (such as reports) demonstrating the QRT services offered by the tenderer as existing capabilities. Only capabilities that are fully operational at the time of tender submission shall be considered. Future capabilities shall not be considered. (e.g. subject to pending agreements or under development, testing, or validation between service providers and satellite licence providers).

Global Delivery of EO Products: Only applicable to Lot 1: Delivery of EO products for any sea/coastal area worldwide (except in areas restricted by national law).

VHR Optical Satellite Licences and QRT Services: Only applicable to Lot 2: The Tenderer shall be able to provide licences and QRT services from at least two VHR optical satellites. Each satellite with independent acquisition capability should be considered as a satellite (e.g., Pleiades Neo constellation encompasses 2 VHR optical satellites Pleiades Neo 3, Pleiades Neo 4). During the evaluation phase of this procedure, EMSA reserves the right to request evidence (such as reports) demonstrating the QRT services offered by the Tenderer as existing capabilities. Only capabilities that are fully operational at the time of tender submission shall be considered. Future capabilities shall not be considered.
