Who can apply
3.2.1 · Legal and Regulatory Capacity

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.

3.2.2 · Economic and Financial Capacity

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract. Average yearly turnover of the last two financial years above EUR 3,500,000 (three million five hundred thousand euros).

3.2.3 · Technical and Professional Capacity

The tenderer must prove experience in the field of Security, Reception and Hospitality Services over the last 3 years, for at least 3 different clients.

Tenderers must have the required management system standards in place at the time of tender submission.

Selection · Criteria

Involved entities (see Section 2.4) and all subcontractors, including those which do not need to be identified in the tender, must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the contracting authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.

4.2 · Staff Minimum Requirements

Minimum requirements applicable to all contractor staff (Team Leader, SCROs, Security Guards, Receptionists): a) Security clearance at SECRET UE/EU SECRET level; b) Valid work permit in The Netherlands; c) Professional experience: All candidates proposed by the Contractor for security posts must have a minimum of two (2) years of proved work experience in their field of competence; d) Personal and linguistic skills: very good command of English, both spoken and written. Knowledge of Dutch is mandatory; e) A sound judgment and reasoning plus the ability to analyse calmly a situation, including conflict management and resolution; f) The ability to perform under stress; g) Excellent communication skills; h) Ensure the highest confidentiality regarding all issues related to Eurojust's work; i) Hold a First-aid certificate (by way of example, the requested Dutch certificate is the EHBO) including a valid CPR (Cardio-Pulmonary Resuscitation) certificate and a valid AED (Automatic External Defibrillation) certificate; j) Hold an operating small fire extinguishers certificate (the requested Dutch certificate is BHV); k) Meet the character requirements for the duties involved; l) Be physically and mentally fit to perform their duties.

4.2 · Staff Minimum Requirements

Additional minimum requirements for the Security and Reception Team Leader: a) Completed secondary school level of education; b) Proficient user of Microsoft office applications (Word, Excel, Power Point and Outlook); c) Able to read, understand and implement work related regulations and established policies, procedures and practices; d) Proven experience in leading small to medium teams in the field of physical security; e) Technical and operational knowledge of physical security supported by a certificate or diploma (such as the Dutch 'Beveiliger C' or 'Coordinator Beveiliging'); f) be throughout the entire duration of the contract in possession of a valid basic security training certificate (by way of example, the requested Dutch certificate is the Algemene Beveiligingsmedewerker - ABM); g) Certified training or diploma in First Aid and Emergency Response (such as Dutch BHV and EHBO or equivalent); h) User permit or certified training for Automatic External Defibrillators; i) Proven experience in the use of X-ray and metal detector with certification; j) Sound knowledge (both oral and written) of English, min. level B2 Common European Framework of Reference for Languages (self-assessment); k) Min. of 3 years full-time professional experience in a similar position performed on high security level and/or in an international environment.

4.2 · Staff Minimum Requirements

In addition to the requirements requested for all security staff listed above, the Security Guards shall: a) be throughout the entire duration of the contract in possession of a valid basic security training certificate (by way of example, the requested Dutch certificate is the Algemene Beveiligingsmedewerker - ABM); b) be throughout the entire duration of the contract in possession of a valid training certificate as an X-ray Operator in areas related to X-ray detection, X-ray image interpretation and X-ray health and safety and have sufficient knowledge and experience in operating such system; c) be throughout the entire duration of the contract in possession of a valid training certificate on the use of walk through and hand-held metal detectors; d) Able to read, understand and implement work related regulations and established policies, procedures and practices; e) Physically and mentally fit to perform security guard tasks, such as standing long hours, lift heavy goods for checks, work in shifts etc.; f) Maintain at all times a high level of ethics, commitment and professional behaviour; g) Experience in law enforcement, the military, or physical security.

4.2 · Staff Minimum Requirements

In addition to the requirements requested for the Security Guards as listed above, Security Control Room Operators proposed by the Contractor shall have: a) A minimum of three (3) years of relevant working experience in the field of physical security; b) Specific technical skills in staff management and supervision obtained through certified training or equivalent work experience; c) Good computer skills such as working knowledge of MS Office/similar applications and knowledge of multimedia device software photo / video software, etc.; d) The ability to be proactive and take immediate actions; e) Ability to write clear and comprehensive security and safety reports in English; f) Maintain at all times a high level of ethics, commitment and professional behaviour.

4.2 · Staff Minimum Requirements

Receptionists shall have: a) excellent interpersonal communication skills; b) professional & friendly appearance; c) ability to handle pressure and perform task in a calm and professional manner; d) previous working experience in an international/multicultural environment is desirable; e) previous customer service experience; f) good computer skills such as working knowledge of MS Office - word, excel, PowerPoint/similar applications; g) Service oriented behaviour; h) Proactive and communicative; i) Good attention to detail.
