Vehicle delivery in person at the International Campus (IC), EUTM-S HQ, Mogadishu International Airport, Mogadishu, Somalia Vehicle return/end-of-rental joint inspection at the International Campus (IC), EUTM-S HQ, Mogadishu, Somalia All maintenance and repair activities carried out at a workshop physically located within the Mission Area of Operations (MIA), Mogadishu International Airport Contractor must maintain a fully operational workshop facility inside MIA for the entire duration of the contract Importation, customs clearance, registration, licensing and road-legality procedures in Somalia prior to delivery Roadside assistance, recovery and towing services physically within the MIA operational area Contractor personnel must be authorised to work at the place of performance (Mogadishu International Airport area) and comply with all on-site security and access-control requirements Monthly service reporting submitted together with each monthly invoice (no physical meeting required) All contractual correspondence and invoices sent in writing / by email to designated contact points Clarification requests to the contracting authority submitted via the EU Funding & Tenders portal URL before the tender deadline
It has the legal and regulatory capacity to pursue the professional activity needed for performing the contract as required in the Selection criteria of the tender specifications.
Annual turnover of minimum USD 300,000 in the last three financial years in the field of car rental and maintenance services.
Bank account average balance of minimum USD 50,000 over the last year or bank account monthly movements higher than USD 50,000.
A minimum of two references in armoured vehicle rental or comparable secure mobility services in Africa or a comparable environment within the last three years, each with an annual value of at least USD 300,000.
Base Vehicle: Toyota Land Cruiser 300 (GR/GXR/VX/VXR), 200 (V8) or equivalent. The tenderer shall demonstrate the equivalence of the proposed vehicle, taking into account technical and mechanical characteristics, engine performance, and passenger compartment capacity.
Armoring: certified FB7 level protection is mandatory. The armored vehicles must be fully compliant with the European Committee for Standardization (CEN) to BS EN 1063 level BR7 / BS EN 1522/23 level FB7. Protection level: ballistic protection compliant with BS EN 1522/23 FB7 or equivalent (e.g. VPAM VR7 or higher). The vehicle shall provide protection against 7.62 x 51 mm NATO AP ammunition: Projectile velocity 820 ± 10 m/s; Multi-hit capability: 3 impacts within a 120 mm triangle. Ballistic protection shall be effective at 0°, 45°, and relevant oblique angles. Opaque and transparent ballistic protection, door system, mechanical and electrical systems must all comply with the detailed specifications in the Technical Specifications document.
Maximum Delivery Time: 210 days from the date of signature. The Contracting Authority expects the vehicles to be available and ready for lease from 1 January 2027. Vehicles delivered before this date shall not be accepted. Offers exceeding the maximum delivery deadline shall be rejected.
Maintenance Service Response Time: response time for routine maintenance within the MIA shall not exceed 72 hours; offers exceeding this threshold shall be excluded. The contractor shall maintain a fully operational workshop facility inside MIA (Mogadishu International Airport) for the duration of the contract (mandatory).
Insurance Coverage: Third-party liability (mandatory) with minimum coverage limits not lower than: EUR 6,450,000 for bodily injury and death; EUR 1,300,000 for property damage.
Certification, Warranty and Technical documentation: in English are mandatory. Certificate of Conformity (CoC) in accordance with Directive 2007/46/EC or Regulation (EU) 2018/858. Armored component minimum warranty: 12 months from date of acceptance covering all armored components. Base vehicle (OEM components) minimum warranty: 24 months or 40,000 km, whichever occurs first.
Jammer/Radio Preparation: Electrical Provision 'a', Antennas and Connectivity 'b' and Protection Requirements 'c' of Section 'GENERAL REQUIREMENTS - ELECTRICAL SPECIFICATIONS - Provision for Jammer and/or Radio Systems' are mandatory.
Additional Optional and Equipment mandatory: Emergency and Recovery Equipment 'a' and Communication and Control Systems 'b' are mandatory.
Used vehicles at the date of delivery shall not exceed 36 months from first registration and shall not have accumulated more than 30,000 km.
Vehicle washing service: The Contractor shall provide vehicle washing services for all vehicles covered under this contract at a minimum frequency of once every two weeks, upon request of the Contracting Authority.
Quantity: up to eight (8) of the same model. Drivetrain: Full time 4x4 permanent, locking central differential, low-range transfer case, front and rear differential locking system (pneumatically operated). Number of doors: five (5). Transmission: automatic with at least six (6) speeds. Seats: at least five (5). Tires: equipped with a certified heavy-duty run-flat insert system allowing continued mobility after complete tyre deflation. Bumper: Heavy Duty Bull Bar including reinforced steel front/rear bumper. Engine: Diesel (preferred) or Petrol.
