All services performed in person at ECDC's premises at Gustav III Boulevard 40, 169 73, Solna, Sweden (reception, logistic assistance, mailroom/archiving, removal, disposal) Online kick-off meeting required within two weeks after signature of the Framework Contract All contractor personnel must sign in and sign out daily at ECDC reception/entrance to collect and return security badges Contractor personnel must participate in safety exercises organised by the contracting authority at ECDC premises Kick-off meeting (one hour minimum) is explicitly specified as online: 'a one hour (at least) online kick-off meeting with the contracting authority will be scheduled by the contractor'
Tenderers must not be in any of the exclusion situations listed in the Financial Regulation (Article 138). The tenderer's personal data may be registered in the Early Detection and Exclusion System (EDES) if the tenderer is in one of the situations mentioned in Article 138 of the Financial Regulation.
Tenderers must be registered in the Participant Register and must indicate their country of establishment. Tenderers must ensure that no involved entities nor any subcontractors are subject to EU restrictive measures adopted under Article 29 TEU or Article 215 TFEU. The contractor must obtain any permit or licence required in the State where the services are to be provided.
The tenderer must demonstrate sufficient economic and financial capacity to perform the contract. The EU Validation Services may contact the participant and ask for supporting documents on legal existence and status and financial capacity.
The Contractor's team submitted as evidence for the purposes of the selection criteria 3.2.3 Technical and professional capacity should remain the same as largely as possible for the services requested by the contracting authority. Any change to the team must be notified in advance (minimum 5 working days) and in writing to the contracting authority when not requested by the contracting authority's Project Manager. The contractor shall bear the cost of replacing its team. The contractor must ensure that the personnel implementing the FWC and any future replacement personnel possess the professional qualifications and experience required to provide the services, as the case may be on the basis of the selection criteria set out in the tender specifications.
The contractor must appoint a Service Manager, who shall act as the single point of contact with ECDC. The Service Manager shall have overall responsibility for the coordination, supervision and monitoring of the services provided under this framework contract, ensuring alignment with contractual requirements and ECDC's expectations. The Service Manager's responsibilities apply horizontally across all services covered by the framework contract.
Reception staff shall be required to perform core tasks including welcoming visitors, answering and routing incoming telephone calls, carrying out auxiliary administrative tasks, supporting security services in access-control procedures, and providing information to staff on Facility Management and Security-related procedures. The reception staff proposed by the contractor shall be subject to prior approval by ECDC before taking up their duties.
Logistic services shall be delivered by logistic assistants, under the coordination of the Service Manager, and in close cooperation with ECDC Facility Management, Security, Human Resources (HR) and Digital Transformation Services (DTS), as applicable. The services may be provided by three different units called 'Logistics desks' that provide services in different time frames.
The contractor shall deploy qualified staff for removal services. The contractor's team leader shall update and adjust documents as required, produce labels based on ECDC removal plans, and submit a removal report highlighting damages, issues encountered and proposed preventive measures. Moving team service consists of 4 Movers and 1 Team Leader.
Within the limits of the applicable law, the Contractor is responsible for ensuring that personnel proposed to provide the services to the contracting authority have a clean criminal record dating less than 90 days before they begin their assignment. The contractor will be asked to perform a check of the criminal records during the service provision. Mandatory security trainings/awareness is required for all users who have access to ECDC information or use ECDC ICT equipment (regardless of the type of employment).
The Contractor is required to have in place a full liability insurance covering potential damages occurred during the entire implementation of the order. ECDC reserves the right to request a copy of the insurance policy. The contractor shall also hold full liability insurance covering any damage, loss or incident occurring during the execution of removal services.
The Contractor shall note that all written and oral communication between the Contractor, its staff and the contracting authority shall be done in English. Accordingly, the main body of the contract will be in English and the execution of the contract must be possible in the English language.
