Framework contracts for the security works and maintenance services on security installations for the EU delegations, Residences and EEAS office buildings worldwide. The framework contract is essential for the deployment and maintenance of security and access control installations in buildings occupied by EU staff.
Pre-installation visits: contractor's technician must attend on-site at EU Delegations/Offices/Residences worldwide and countersign on-site work acceptance report (WAR) before leaving the premises Installation works on site: up to 40 calendar days of physical on-site installation at EU Delegations/Offices/Residences worldwide; WAR countersigned on-site before leaving Preventive Maintenance Services and Emergency Services: contractor's technician must attend on-site at EU Delegations/Offices/Residences worldwide and countersign WAR before leaving Additional materials supply & maintenance services: contractor's technician must attend on-site and countersign WAR before leaving Tasks performed on the premises of the EEAS in Belgium: on-site personnel must obtain Belgian security assessment and EEAS access card; notification documents submitted at least 30 days before start of tasks
The candidate must be authorized to execute the works and provide the services covered by this contract in its country of establishment. The relevant certificate must be valid at the deadline for submission of requests to participate. Before signing the contract, the validity of the certificate will be checked again.
The candidate will dispose of a Facility Security Clearance (FSC) at least at the level of CONFIDENTIEL UE/EU CONFIDENTIAL or national CONFIDENTIEL CONFIDENTIAL for safeguarding of classified material/information. The requested certificate must cover the Contractor's premises where the orders for this contract will be treated. The relevant certificate must be valid at the deadline for submission of the requests to participate. The Contractor must renew the FSC before its expiry.
Candidates must prove the financial and economic capacity to perform this contract by meeting the following criterion: The average annual turnover for the last three financial years for which accounts have been closed must be at least EUR 31,000,000.00.
Candidates must prove the technical and professional capacity to perform this contract by meeting the following criteria: 1. At least two works contracts and two services contracts or two mixed works and services contracts managed by the economic operator relevant to the installation of security equipment and maintenance services during the past four calendar years. 2. The cumulative value during the past three calendar years of the above-mentioned listed contracts must be at least EUR 10,000,000.00.
The candidate must employ or have at its disposal at least 23 staff in the fields related to works and services being subject to this contract.
One Central Project Manager / Director: The candidate must have the capacity to deliver personnel with the expertise in the technical domains being subject to this contract. The candidate must employ or have at its disposal, at the deadline of submission of the request to participate, one Central Project Manager / Director.
Four installations of security equipment project managers / engineers and four maintenance managers/engineers: The candidate must employ or have at its disposal, at the deadline of submission of the request to participate, four installations of security equipment project managers / engineers and four maintenance managers/engineers.
Ten field technicians for installation of security equipment and four field technicians for maintenance services: The candidate must employ or have at its disposal, at the deadline of submission of the request to participate, ten field technicians for installation of security equipment and four field technicians for maintenance services.
