Kick-off meeting: physical meeting in Parma, within one month after entry into force of the contract — costs borne by the contractor Final meeting: physical meeting in Parma, one month before expiration of contract — costs borne by the contractor Medical Adviser daily physical presence at EFSA premises in Parma, Monday to Friday, four hours per day Medical Control Officer physical presence at EFSA premises in Parma, twice a week, four hours per session Nurse physical presence at EFSA premises in Parma, four hours per day, three days per week Lot 1 contractor must have registered office/branch/operational premises physically located within the Municipality of Parma (Comune di Parma) Medical Adviser participation in Inter-institutional Medical College (CMI) meetings abroad (usually Brussels or Luxembourg, indicatively three times/year) — travel costs reimbursed via lump sum Medical Control Officer home-visit medical controls of absent staff within Province of Parma or up to 2h59m road distance — travel costs reimbursed per distance table Psycho-social support sessions may take place online (or at EFSA premises or contractor's premises) Health and Wellbeing at work events/sessions (e.g. Postural Therapy) may be delivered online or in presence at EFSA premises Campaigns on General Health and Prevention may be implemented online and/or at EFSA premises Medical Adviser services may be used remotely by EFSA out of regular service hours or in case of force majeure Nurse administrative tasks performed remotely for an additional 8 hours (two additional days) per week Annual medical consultation (Part II) with EFSA Medical Adviser may take place online only in case of force majeure
The tenderer must have generated an overall annual turnover of at least 175.000 € in each of the last 3 closed financial years (2022, 2023, 2024).
Overall at Organisational Level: The tenderer must have the following minimum professional capacity to perform the contract: a) The tenderer must have a proven experience of 3 years during the last 5 years in the provision of similar services (as described in the technical specifications). b) The economic operator must have its registered office, branch, or operational premises physically located within the territorial boundaries of the Comune di Parma (Municipality of Parma), Italy, as officially established and recorded in the administrative registries. For the avoidance of doubt, this requirement refers strictly to the Municipality (Comune) of Parma and does not include the Province of Parma or the wider metropolitan or regional territory. c) The tenderer shall be in an area easily accessible by car (with parking facilities). d) The tenderer shall be able to provide medical services requested on the same premises within the timeframes requested. e) The tenderer shall provide a Team of Health Professionals to ensure the provision of all services described in the technical specifications. f) The tenderer must be established as a recognised legal entity and be registered in a relevant professional or trade register. g) The tenderer must possess all the legal requirements to carry out the medical activities specified in this call for tender. h) The tenderer, as well as the medical staff members employed, must be qualified and authorised to provide the services specified in this call for tender and to practice medicine in Italy. i) The tenderer must comply with the data protection requirements under the GDPR as set out in section 1.6., including the obligation to ensure data protection and respect for privacy in all oral and written communications relating to the medical information of EFSA staff.
Ability to Provide a Team of Experts - Profile of the Service Manager: a) Post-secondary degree. Alternatively, secondary degree with at least 5 years of proven professional experience in service management. b) At least three years of relevant proven experience, having gained the relevant knowledge in the fields covered by the description of duties. c) Thorough knowledge of Italian (mother tongue or certified B2). d) Very good knowledge of both written and spoken English at a B2 level. e) Proficient use of MS Office applications, in particular Word, Excel and Outlook. f) Effective organisation skills and ability to handle large volume of work in an efficient and timely manner. g) Excellent teamwork skills and capacity to establish and maintain good interpersonal relations. h) High level of service-oriented approach.
Ability to Provide a Team of Experts - Profile of the Psychologist: a) University degree in Psychology with at least 3 years of proven experience obtained after the degree. b) Ability to communicate orally and in writing in English and Italian. The level of ability to communicate orally and in writing in Italian and English should be equivalent to C1 of the Common European Framework of Reference for Languages, which means that he/she should be able to understand the main ideas of complex text, be able to interact with a degree of fluency and spontaneity and explain a viewpoint giving the advantages and disadvantages of various options. To be evaluated via the Curriculum Vitae or through proven experience acquired in an international work environment.
English Language Capacity of the Team Overall: a) The team of experts must have overall an excellent level of spoken and written standard UK English. For non-native speakers, this must be demonstrated by an Official certificate of English proving a B2 (C1 for Psychologist) level OR for both profiles at least 3 years of work in an English-speaking environment. b) Should any team member be found, during contract implementation, not to meet the required linguistic standards, it should be promptly replaced with another expert meeting the required language level, without any disruption to service delivery.
Certification by an Independent Body Attesting Compliance with Environmental/Management Systems or Standards: a) Certification of quality standards reached by the selected UNI EN ISO 9001 or similar quality statement.

For this reason we are asking you some information on the environmental management of your activities, to be provided filling in Annex 3 (Information on environmental management). To be completed by the tenderer or leading partner. The answers will not be considered under any criteria, neither selection nor award criteria.

Ability to Provide a Team of Experts - EFSA Medical Adviser: EFSA Medical Adviser: a) Possess a university degree in Human Medicine with specialisation in occupational health. b) A minimum of three years of practical experience in the role of occupational health specialist ('medico competente') in relation to the Italian law D.Lgs. 81/08 and professional risk. c) Ability to communicate orally and in writing in Italian and English. The level of ability to communicate orally and in writing in Italian and English should be at least equivalent to C1 of the Common European Framework of Reference for Languages; to be evaluated via the Curriculum Vitae or through proven experience acquired in an international work environment. d) At least three years of working experience in the provision of similar services, in a multi-lingual organisation/company. e) Comply with high standards of quality and adhere to the ethical guidelines as set out by the profession in line with the Italian law. f) In order to avoid any potential conflict of interest, the Medical Adviser shall not treat, cure nor follow as general practitioner or specialist any EFSA staff member while contracted by EFSA. g) The tenderer must be established as a recognised legal entity and be registered in the national professional register in Italy (iscrizione all'elenco nazionale dei medici competenti). h) The tenderer must be authorised to provide medical services in Italy in accordance with the Italian law on occupational health ('iscrizione all'ordine dei medici o equivalente ai sensi della legislazione nazionale vigente'). i) The tenderer must have relevant professional risk indemnity insurance. The tenderer is solely responsible for his/her own insurance coverage against accidents, damage, civil liability or incidents which may occur whilst providing the above-mentioned services to EFSA.

The level of ability to communicate orally and in writing in Italian and English should be at least equivalent to B2 of the Common European Framework of Reference for Languages.
