Le présent marché a pour objet la prestation de services de nettoyage et de gestion des déchets dans les bâtiments du Comité des régions et du Comité économique et social européen à Bruxelles, avec obligation de résultat. Le contrat couvre les prestations forfaitaires (nettoyage de base des locaux, permanences nettoyage et vestiaire, nettoyage basses fréquences, nettoyage des vitres, service de lutte contre les nuisibles, récupération et traitement des déchets, fournitures sanitaires, conteneurs hygiéniques et distributeurs de serviettes hygiéniques, désinfection préventive), le SPOC et les prestations à la demande (permanence SPOC, régies additionnelles, achat de fournitures, récupération et traitement des déchets hors forfait, prestations ponctuelles lutte antiparasitaire, prestations spécifiques, location de moyens de levage/d'accès et/ou de nacelles automotrices, collecte, destruction et transport de documents confidentiels).

Tenderers must prove that they have the legal capacity to perform the contract and the regulatory capacity to carry out the professional activity necessary for the performance of the tasks covered by this call for tenders. Registration in a relevant trade or professional register. This criterion applies to the sole tenderer or to each member of the group.
The average annual turnover of the last three closed financial years must be greater than EUR 3,500,000.00.
Civil liability insurance must cover a minimum amount of EUR 1,250,000.00 per claim, valid at the date of submission of tenders.
At least 3 similar contracts (in terms of scope and complexity) performed during the three years preceding the deadline for submission of tenders. Each contract must have a minimum duration of 12 months and a minimum annual value of EUR 1,500,000.00 (excl. VAT). For contracts with a duration exceeding 12 months, the minimum average value over 12 months must be EUR 1,500,000.00 (excl. VAT). In the case of ongoing projects, only the part completed during the reference period will be taken into consideration.
ISO 9001 certification (or equivalent), valid at the date of submission of tenders.
ISO 14001 or EMAS (Eco-Management and Audit Scheme) certification (or equivalent), valid at the date of submission of tenders.
A minimum total workforce of 500 persons.
Management staff of at least 15 persons. Each person with a minimum of 5 years' experience in a management function in the field of cleaning services.
3 technical experts. Each expert must have a minimum of 5 years' experience in their respective area of expertise: - 1 prevention adviser (level 1): safety and health management, hygiene, hazardous products, compliance with procedures and regulatory monitoring; - 1 environmental adviser: EMS (Environmental Management System) or EMAS (Eco-Management and Audit Scheme) or equivalent, environmental management, waste management, compliance with procedures and regulatory monitoring; - 1 quality adviser: QMS (Quality Management System), planning, monitoring and controls, products and methods, complaints, KPI (Key Performance Indicator).
