2. Services to Communities to support the achievement of the objectives of the Mission Ocean and Waters. The specific objective of this contract is to organize and manage the identification and selection process, aiming at selecting a minimum of 50 applicants from targeted communities of regional, local and other competent authorities, which are managing programmes and activities related to the Mission objectives, and provide services to them. The services provided consist of technical assistance and support for the preparation of transition agendas for their planned projects, programmes or initiatives that will support the achievement of the objectives of the Mission Ocean and Waters. In particular, the targeted authorities include: i) regions ii) cities, including small municipalities iii) rivers and water management authorities and iv) port authorities. These services should ultimately facilitate synergies with regional/local authorities to facilitate and speed up the achievement of the Mission’s objectives at local level, with the involvement of local communities and possible leverage of funds.

3.2.1 · Legal and Regulatory Capacity

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Where tenderers submit a tender through an entity, which lacks legal personality (e.g., a branch), the compliance with the exclusion criteria, selection criteria, the rules on access to procurement as well as the absence of restrictive measures shall be assessed at the level of the tenderers. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.

3.2.2 · Economic and Financial Capacity

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

3.2.3 · Technical and Professional Capacity

The tenderer must prove experience in the field of providing tailored technical assistance (e.g. for business plans, risk assessment, change management, etc.).

1 Project leader. The team delivering the service should include, as a minimum, the following profiles. Evidence will consist in CVs of the team responsible to deliver the service. Each CV should indicate the intended function in the delivery of the service.

All members of the team shall have at least 5 years' experience of working in English and/or at least C1 level in the Common European Framework for Reference for Languages in English. In addition, at least 5 members of the team shall have native-level proficiency in English or at least C2 level according to the European Framework of Reference for Languages.
