L'oggetto del contratto quadro sarà la fornitura di servizi di consulenza nel campo della salute e sicurezza sul lavoro e dell'ambiente presso il Centro Comune di Ricerca, sito di Ispra (Italia)
Presenza fisica a tempo pieno (8 ore/giorno, lunedì-venerdì) di tutti i membri del Core Team presso il sito JRC di Ispra (VA), Italia Ispezioni in loco di edifici, laboratori, uffici, magazzini, cantieri e infrastrutture del sito JRC di Ispra Sopralluoghi ispettivi accompagnando gli Ispettori del Servizio ISA presso il sito JRC di Ispra Sopralluoghi in cantiere/edifici nell'ambito della Procedura di Consultazione (PdC) Riunione iniziale (kick-off meeting) del contratto quadro presso il sito del JRC di Ispra entro 10 giorni lavorativi dall'entrata in vigore del contratto Riunione iniziale per il contratto specifico presso il sito di Ispra entro 10 giorni dall'entrata in vigore del contratto specifico (se richiesta dal contratto specifico) Prestazione di servizi a distanza (presso i locali del contraente o da casa) consentita per scenari di remote service delivery, purché i siti siano situati in uno Stato membro dell'UE e nel rispetto delle norme di sicurezza informatica della Commissione
Tenderers must demonstrate that they have the legal capacity to perform the contract and the regulatory capacity to carry out the professional activity necessary to perform the work subject to this tender. Legal and regulatory capacity must be demonstrated by all entities that will carry out the activities (sole tenderer, lead entity and members of the grouping in the case of joint tenders, identified subcontractors) by providing the following documentary evidence: document attesting the tenderer's authorisation to perform the contract in their country of establishment.
In order to demonstrate the economic and financial capacity to perform the contract, tenderers must satisfy the following selection criterion: average annual turnover for the last 2 (two) financial years exceeding EUR 2 million.
The tenderer must demonstrate experience in the field of consulting on an Occupational Health and Safety Management System compliant with ISO 45001 and in the field of consulting on a Quality Management System compliant with ISO 9001. The tenderer must also demonstrate experience in the field of Occupational Health and Safety Consulting for the implementation of Legislative Decree 81/2008 and regulatory compliance verification services in the field of safety and environment.
The tenderer must demonstrate that it has a Technical Project Manager (RTP). This professional figure must be an employee of the tenderer or a member of the board of directors. The activities carried out by this professional figure cannot be subcontracted. The use of freelance consultants is considered subcontracting pursuant to Art. 2.4.2 of the administrative specifications.
The tenderer must demonstrate the availability of qualified personnel for the performance of the contract. For support to the occupational health and safety service, the tenderer must have 16 professional profiles as defined below. The activities carried out by profiles a), b), c), d), e) and f) cannot be subcontracted. The use of freelance consultants is considered subcontracting pursuant to Art. 2.4.2 of the administrative specifications.
The tenderer must demonstrate the availability of qualified personnel for the performance of the contract. For support in quality and occupational health and safety management systems, the tenderer must have 5 professional profiles as defined below. The activities carried out by profile a) cannot be subcontracted. The use of freelance consultants is considered subcontracting pursuant to Art. 2.4.2 of the administrative specifications.
The tenderer must demonstrate the availability of qualified personnel for the performance of the contract. For support to the inspection service, the tenderer must have 3 professional profiles as defined below. The activities carried out by profiles a) and b) cannot be subcontracted. The use of freelance consultants is considered subcontracting pursuant to Art. 2.4.2 of the administrative specifications.
Capacity to adopt quality assurance measures to guarantee the quality of the services provided.
