The purpose of the framework contract is to provide support and technical assistance in the organisation of events and other communication and information activities of the EPLOs
Physical presence of contractor representative(s) at the venue throughout the whole duration of events where required (Spain, capital and regions) On-site support at events, including liaison with venue operators, catering setup, staff coordination, and timing of event and dismantling Organisation and coordination of regional events and info tours across Spanish regions, involving travel to local destinations Assembly and disassembly of exhibitions at various locations in Spain Specialised seminars may be held in webinar format Content production (videos, podcasts, social media content) can be performed remotely Social media monitoring and boosting of posts for social networks Live-streaming for social media as part of event logistical implementation
The tenderer is required to be enrolled in a relevant professional or trade register, except for international organisations.
Tenderers shall have sufficient economic and financial resources to enable them to perform the contract in compliance with the contractual provisions, given the value and scope thereof. If, on the basis of the information supplied by the tenderer, the European Parliament has doubts about a tenderer's financial resources, or if these are insufficient for performance of the contract, the tender may be rejected without the tenderer being entitled to claim any financial compensation. In respect of the contract which is the subject of this invitation to tender, the European Parliament furthermore requires tenderers to have a minimum financial and economic capacity, which will be assessed on the basis of the following information: minimum yearly turnover of EUR 500,000 for each of the last two years, including a minimum of EUR 375,000 turnover in the area covered by the contract.
Tenderers must have sufficient technical and professional capacity to enable them to perform the contract in compliance with the contractual provisions, taking into account its value and scale. In respect of the contract which is the subject of this invitation to tender the European Parliament requires tenderers to have the following technical and professional capacity: at least three years' experience in services/deliveries similar to those required by the contract concerned.
The team proposed for the execution of services should consist of at least one project manager and two project assistants (Junior consultants). The project manager must have at least three years' proven experience in the field of events organisation and communication consultancy; the other members of the team must have at least one-year experience in the field. All team members must have excellent knowledge of English (C1) and also excellent written and spoken knowledge of the language(s) in which the EPLO operates (C1). In case the composition of the successful tenderer's team changes subsequently, the tenderer is required to always maintain the above minimum requirements.
