Support services for circular capacity-building in defence in two Lots

EDA is launching this call for tender, composed of two complementary Lots. Lot 1 aims to synthesise existing knowledge and project outcomes and translate them into structured guidance that can be readily integrated into defence processes and decision‑making frameworks. Lot 2 responds to the capacity‑building priorities identified through IF CEED, notably in the areas of Green Procurement and other training needs emerging as the programme evolves. Together, these Lots contribute to EDA’s wider mission to support Member States in enhancing sustainability, resilience, and resource efficiency within the European defence domain, while promoting the wider adoption of best circular practices across capability lifecycles.

3.5.3 · Legal and Regulatory Capacity

Tenderers must prove their legal and regulatory capacity to carry out the work subject to this call for tenders. All tenderers are informed that they may be asked to prove that they are authorised to perform the contract under national law, as evidenced by inclusion in a professional or trade register or a sworn declaration or certificate, membership of a specific organisation, express authorisation, or entry in the VAT register.

3.5.3 · Selection Criteria 1.1

The tenderer must have a minimum average annual turnover for the last three financial years, for which accounts have been closed, of EUR 100 000.

3.5.3 · Selection Criteria 2.1

The tenderer shall demonstrate experience of at least 3 years in the field of circularity in defence by providing at least 2 projects (with minimum value for each project of 50 000€) delivered in the last three years and addressing one of the following areas in the defence context: ecodesign, recycling of critical raw materials or textiles, data for circularity, EcoManagement Audit Scheme, spare parts management, green procurement, environmental remediation, dismantling, indicators of circularity. Provision of 1 larger project(s) comprising circularity in defence shall also be sufficient, provided that all the relevant tasks performed in the above fields reaches a minimum value of € 200 000.

3.5.3 · Selection Criteria 2.2

The tenderer shall demonstrate experience in developing and delivering operational, user-ready tools supporting the practical implementation of circularity, by providing at least 1 tool delivered in the last three years. Such tools shall go beyond conceptual frameworks and include, for example, data collection and reporting templates, step-by-step guidance, decision-support tools (e.g. scoring systems), or digital tools for data input and monitoring. These tools must be effectively deployed and used in operational contexts. Experience limited to analytical studies or conceptual methodologies without practical application will not be considered sufficient.

3.5.3 · Selection Criteria 2.3

The tenderer shall demonstrate experience in advising or working with public authorities with at least 1 study or service (with a minimum value for each study or service of € 50 000) delivered in the last three years in the field(s) above.

3.5.3 · Selection Criteria 2.4

The tenderer shall demonstrate experience in the execution of EU-funded projects with participation in at least 2 projects delivered in the last three years covering together at least two areas of relevance to IF CEED (as listed in IF CEED What we do).

3.5.3 · Selection Criteria 2.5

The tenderer shall demonstrate sufficient technical and professional capacity to guarantee satisfactory performance of the project by providing a team which shall include at least one (1) Project Leader and at least (1) Expert, having at least the following qualifications/expertise: · Project leader: At least seven (7) years of professional experience in circular economy, including overseeing delivery of services in project of a similar size (i.e. minimum value of € 50 000). · Expert: At least three (3) years' of professional experience in circular economy. In addition, excellent proficiency in English language (written and oral, including in technical language) is required: at least one (1) expert with C1 level in accordance with the Common European Framework of Reference for Language skills (CEFR) OR demonstrated capacity to draft reports/studies in English, with a minimum of three (3) reports/studies delivered in the last five (3) years.

3.5.3 · Legal and Regulatory Capacity

The tenderer must demonstrate experience in developing and/or delivering training in the field of circular economy and/or green procurement, by providing at least 2 trainings in the relevant field (with minimum value for each project of 30 000€) delivered in the last three years.

3.5.3 · Selection Criteria 2.2

The tenderer shall demonstrate experience in the field of defence, demonstrated by at least 1 project, on-going or delivered in the last three years (with minimum overall value of 10 000€).

3.5.3 · Selection Criteria 2.3

The tenderer shall demonstrate capacity to draft reports or prepare/deliver trainings in English with at least 2 studies or trainings delivered in the last three years.

3.5.3 · Selection Criteria 2.4

The tenderer shall demonstrate experience in advising or working with public authorities with at least 1 study, service or training (with a minimum value of 10 000€) delivered in the last three years.

3.5.3 · Selection Criteria 2.5

The tenderer must demonstrate the capacity to provide a qualified project team of at least two (2) persons, of which at least one (1) Project Leader (with function of Course Director) and at least one (1) Expert, having at least the following qualifications/expertise: · Project Leader (with function of Course Director): At least seven (7) years of professional experience in circular economy or green procurement, including overseeing quality control and delivery of services in projects, including training, client orientation and conflict resolution experience in project of a similar size (i.e. minimum value of € 50 000). · Expert: At least 3 years professional experience in green procurement, in one or more of the fields mentioned under criterion 2.1; in addition, each expert must have a minimum of a relevant bachelor's degree or higher. Moreover, excellent proficiency in English language (written and oral) is required, with at least one member of the team must have C1 level language skills in English, as guaranteed by a certificate or past relevant experience, in order to perform language quality check of deliverables.
