Support with the coordination of scientific training courses

Official description

EFSA aims to obtain the acquisition of services to coordinate the logistical and administrative aspects involved in the development and delivery of EFSA’s virtual and physical scientific training modalities and to coordinate the development and transformation of content materials into effective self-paced courses through a series of structured steps, including instructional design and course development, all tailored to meet established learning objectives. EFSA also aims at obtaining support for account management activities related to EFSA’s learning activities and presence on the selected EFSA’s external virtual learning platform. This is meant to ensure a solid support to the EFSA Subject Matter Experts (SubMEs) who have the responsibility to produce and deliver the scientific content for training courses. Overall, the call will contribute towards supporting the dissemination and implementation of harmonised methodologies for risk assessment (as described on EFSA Guidance documents), across the EU and internationally.

2.4.A.1 · Minimum economic and financial capacity

Ability to provide a team of experts compliant with specific expertise requirements – Training Coordinator (Lot 1): For Lot 1: The tenderer should be able to fill the following role, specific skills and expertise requirements. a) Training Coordinator: Training Coordinator (Project Leader) should have an academic background (university degree) and at least 3 years of professional experience in organising training courses supported by proven record of the training courses organised. The Training Coordinator shall be responsible for the overall contract, management and coordination of the implementation of all services requested by EFSA in each specific contract and shall be a staff member of the tenderer. The Training Coordinator will be the interface for all commercial and contractual matters and the overall contact point for the services requested by EFSA.

2.4.B.3 · Professional capacity

English language capacity of team members: For the roles mentioned in section 2 'Professional capacity' for all the lots: Ability to provide a team of experts compliant with these specific expertise requirements: the individual experts must have an excellent level of spoken and written standard UK English. For non-native speakers, this must be demonstrated by an Official certificate of English proving a B2 level OR at least 3 years of work in an English-speaking environment etc. and/or;

For this reason, we are asking you some information on the environmental management of your activities, to be provided filling in Annex 3 (Information on environmental management). C · Professional conflicting interest

In accordance with articles 143(1)(d) and 170(1)(c) of the Financial Regulation and paragraphs 166 and 167 of the recitals, if EFSA, based on the assessment of the technical and professional capacity evidence, as well as the information within the Declaration of honour (section C), concludes that the tenderer has a professional conflicting interest and therefore does not possess the professional capacity to perform the contract to an appropriate quality standard, the tenderer may be rejected.

English language capacity of team members: For the roles mentioned in section 2 'Professional capacity' for all the lots: Ability to provide a team of experts compliant with these specific expertise requirements: the individual experts must have an excellent level of spoken and written standard UK English.
