T-AIS data service in specific regions

The tenderer must have the legal and regulatory capacity to pursue the professional activity needed for performing the contract.
The tenderer, each member of the group in case of joint tender, any subcontractors (including those which do not need to be identified), and any other entities (not subcontractors) on whose capacity the tenderer relies on must ensure that are not subject to EU restrictive measures adopted under Article 29 of the Treaty on the European Union (TEU) or Article 215 of the Treaty on the Functioning of the EU (TFEU), consisting of a prohibition to make available or transfer funds or economic resources or to provide financing or financial assistance to them directly or indirectly, or of an asset freeze. The prohibition applies throughout the whole performance of the contract.
The tenderer must be in a stable financial position and must have the economic and financial capacity to perform the contract. The yearly turnover for the last three years must be minimum 900,000.00 EUR.
The Tenderer shall nominate a Project Manager. The Project Manager shall be the contact point for EMSA and shall be responsible for answering any inquiries from EMSA and the management of all action necessary by the Contractor, or Sub-Contractor if applicable, in the implementation of the T-AIS data service. The Project Manager shall have a university degree of at least 3 years or equivalent, a minimum of 5 years of experience in the provision of AIS data services and a minimum of 3 years managing the provision of data services to multinational entities. The Project Manager shall have a level of both written and spoken English at a minimum of B1 level (Common European Framework of Reference for Languages).
The Project Manager should always be supported by a designated backup resource who, in the event of Project Manager absence, can ensure prompt response capacity, particularly for requests submitted under Service Type 2. The Project Manager's designated backup shall have a minimum of 3 years' experience in the provision of AIS data services. The backup shall also have a level of both written and spoken English at a minimum of B1 level (Common European Framework of Reference for Languages).
The Tenderer shall nominate a Technical Manager. The Technical Manager shall assist the Project Manager in ensuring all technical elements needed for the successful fulfilment of the terms of the Contract. The Technical Manager shall have a university degree of at least 3 years or equivalent, a minimum of 3 years of experience in the provision of AIS data services and 2 years of experience working with Geographical Information Systems. The Technical Manager shall have a level of both written and spoken English at a minimum of B1 level (Common European Framework of Reference for Languages).
