The Cooperation Facility financed under this contract will support the implementation of the Multiannual Indicative Programme (MIP) 2021–2027 for Papua New Guinea (PNG) and the Pacific Multi country MIP for the components relevant to Pacific Island partner countries, in particular PNG and also (non-exhaustive list) Samoa, Tonga, Tuvalu, Kiribati, the Federated States of Micronesia (FSM) and the Republic of the Marshall Islands (RMI). The overall objective is to facilitate the implementation of EU funded programmes in the above mentioned countries, by providing technical assistance to the EU Delegation to the Pacific and by supporting coordination and dialogue with partner country institutions and other stakeholders. A team of experts will provide: (i) high quality expert level technical advice for the identification, design, implementation, monitoring, review and evaluation of EU funded programmes and projects with a focus on the PNG MIP and the Pacific Multi country MIP, including Global Gateway, Joint Programming, Team Europe, GAP III, HRBA and the EU Strategy for the Rights of Persons with Disabilities; (ii) technical advice and recommendations on integrating cross cutting issues (digitalisation, climate resilient infrastructure, private sector development, human rights, gender equality, youth, environment and climate change) into EU funded programmes, policy dialogue and related operations; (iii) high quality support to further enhance bilateral and regional cooperation between the EU and the Pacific, including inputs to relevant cooperation and sector policy dialogues and, where necessary, to public diplomacy activities; and (iv) targeted support to increase awareness of EU priorities and the EU’s contribution to people’s lives in the Pacific, in close coordination with any Communication and Visibility support services contract(s) that are ongoing.

Average Annual Turnover: The candidate's or tenderer's average annual turnover of the last three (3) financial years for which the accounts have been closed must be not less than EUR 1,699,000.
Minimum Personnel: The candidate or tenderer has, during the current year and the previous two years, on average, at least: 5 personnel directly employed or otherwise legally contracted on a permanent or non-permanent basis in areas of specialist knowledge related to this contract.
No Professional Conflicting Interests: The candidate or tenderer is not subject to professional conflicting interests which may negatively affect contract performance. The presence of professional conflicting interests shall be examined on the basis of the statements made through the Declarations on Honour and, where applicable, the statements and other documents submitted.
Completed Contracts in Relevant Domains: · The candidate or tenderer has completed services under at least 4 contracts implemented at any moment during the last four (4) years before submission deadline. · For each contract, the value of the services completed must not be less than 820,000 EUR. · The completed services are in the domain of: (1) Forestry-Climate Change-Biodiversity (FCCB) nexus, (2) Water/Sanitation/Hygiene (WaSH) for human development, health and education; (3) Transparent and accountable Governance (in particular but not limited to PFM); (4) Energy. · All the four (4) domains shall be covered, not necessarily by the same contract but by considering all the projects the candidates are referring to.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the request to participate of these candidates will be re-examined in order to rank them and identify the 8 best requests to participate for the tender procedure. The only additional comparative criteria that will be taken into consideration during this re-examination, in the order in which they appear below, are: · Criterion 1: the highest number of contracts under which services have been completed that meet the technical capacity criterion; · Criterion 2: the highest cumulated value of completed services that meet the technical capacity criterion. Additional comparative criterion No 1 shall be applied to all the eligible candidates that meet the selection criteria. If, after applying additional comparative criterion No 1, it is not possible to identify the 8 best candidates because two or more candidates are tied for the 8th position, additional comparative criterion No 2 shall be applied only to these tied candidates.
