The contract aims to provide technical assistance to the National Conveyor Project Management Unit (NCPMU) to strengthen its capacity to manage and oversee the Aqaba–Amman Water Desalination and Conveyance Project (AAWDCP) during construction and commissioning, and to ensure preparedness for the 26-year operation phase under a BOT modality. A multidisciplinary team of embedded experts will deliver daily advisory support within the NCPMU, focusing on institutional strengthening, project management, and stakeholder coordination with the Ministry of Water and Irrigation (MoWI) and other actors. Key tasks include development of SOPs, manuals, workflows and risk registers; on-the-job training and mentoring; support to planning, budgeting, monitoring and reporting; and facilitation of coordination mechanisms, including the AAWDCP task force. The contract will also support the preparation of institutional frameworks and staffing structures for long-term oversight, organisation of study visits, and finalisation of key project and donor-related documentation. This support complements the Independent Engineer and other advisors through continuous, hands-on assistance across technical, financial, legal/PPP, environmental and social, and document management areas.

Average Annual Turnover: The candidate's or tenderer's average annual turnover of the last 3 financial years for which the accounts have been closed must be not less than 3 000 000 EUR.
Assets/Liabilities Ratio: Current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1. In case of a consortium this criterion must be fulfilled by each member of the consortium.
Minimum Personnel: The candidate or tenderer has, during the current year and the previous two years, on average, at least: 150 personnel directly employed or otherwise legally contracted on a permanent or non-permanent basis in areas of specialist knowledge related to this contract.
No Professional Conflicting Interests: The candidate or tenderer is not subject to professional conflicting interests which may negatively affect contract performance. The presence of professional conflicting interests shall be examined on the basis of the statements made through the Declarations on Honour and, where applicable, the statements and other documents submitted.
Professional Certificate in Water and Energy Actions: The candidate has a professional certificate (i.e. a registration certificate for organizations, an experience certificate, or any other relevant official document) demonstrating the organization's experience in the field of water and energy actions. This requirement applies to the consortium leader, members as appropriate to this contract.
Completed Services / Reference Contracts: The candidate or tenderer has completed services under at least three (3) contracts implemented at any moment during the last four years before submission deadline. For each contract, the value of the services completed must not be less than 2 million EUR. The completed services are in the domain of: (1) Construction management or supervision of major desalination infrastructure projects: at least one reference contract must include a desalination project with a minimum production capacity of 100 000 m3/day. (2) Water conveyance systems including pumping stations, reservoirs and transmission pipelines: at least one reference contract must include a large-scale water conveyance infrastructure, with a minimum design flow of 100 000 m3/day and major transmission pipelines associated with long-distance water transfer systems. Candidates or tenderers are allowed to refer either to projects completed within the reference period (although started earlier) or to projects partially implemented during, but not yet completed within the reference period. Only the part completed during the reference period will be taken into consideration.
If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the request to participate of these candidates will be re-examined in order to rank them and identify the 8 best requests to participate for the tender procedure. Comparative Criterion 1: the highest number of contracts under which services have been completed that meet the technical capacity criterion.
If more than 8 eligible candidates meet the above selection criteria, and after applying Comparative Criterion 1 it is not possible to identify the 8 best candidates because two or more candidates are tied for the 8th position: Comparative Criterion 2: the highest cumulated value of completed services that meet the technical capacity criterion.
