The purpose of this call for tender is to provide a “Technical Secretariat”, able to organise the technical aspects of notified bodies’ coordination and cooperation group meetings. This includes the identification and circulation of relevant technical documents, the drafting of meetings’ minutes, and of Notified Bodies’ Protocols and Recommendations.

Tenderers can be natural or legal persons. Tenderers are not obliged to take a specific legal form in order to submit their tenders. Tenderers do not need to prove specific legal and regulatory capacity to perform the contract.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The technical secretary and his/her substitute must prove experience in the field of toy safety, chemical products legislation or other products legislation subject to the new legislative approach.
The technical secretary and his/her substitute must prove experience and knowledge on the concept of the EU product legislation, particularly regarding conformity assessment, standards and the role of the notified bodies.
The technical secretary and his/her substitute must prove experience in preparing and conducting the secretarial work for the technical part of meetings, ability to draft meeting agendas, working documents and minutes, and to provide overviews, draft reports and summaries in English.
Involved entities and all subcontractors, including those which do not need to be identified in the tender, must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the contracting authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.
