This contract covers the acquisition of advanced Technical Surveillance Countermeasures (TSCM) equipment, related training and maintenance services. Its purpose is to continue enabling Eurojust to continue responding effectively to detect, assess and respond to technical espionage threats.

Who can apply
4.2.1 · Legal and Regulatory Capacity

Candidates must prove that they have the legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.

4.2.2 · Economic and Financial Capacity

Candidates must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

4.2.3 · Technical and Professional Capacity

The candidate must prove experience in the field of TSCM services including the supply of TSCM equipment and the delivery of related training.

The candidate must be in a possession of a valid Facility Security Clearance (FSC).

The candidate must have the capacity to provide professional, qualified and experienced personnel for the implementation of the contract.

Involved entities (see Section 3.4) [and all subcontractors, including those which do not need to be identified in the request to participate (see Section 3.4.2),] must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the contracting authority has established such conflicting interests, it may conclude that the candidate/tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.

1.4 · Minimum Technical Requirements

The following minimum requirements must be met by the tenderers for it to be considered compliant with the technical specifications. Failure to confirm compliance with all the following requirements shall result in rejection from the procurement procedure: · Compliance with applicable environmental, social and labour law obligations established by Union law, national legislation, collective agreements or the international environmental, social and labour conventions listed in Annex X to Directive 2014/24/EU. · The working language of the Agency is English and the contractor must confirm that it will be able to communicate with the Agency in English for seamless implementation and execution of the contract, including responsibilities resulting from regulatory requirements such as Health and Safety and Data Protection, as well as for the efficient and timely response in respect to contract management. · Tenderer must be able to deliver all equipment according to specifications shared in STEP 2. · Tenderer must be able to provide all services as described in the procurement documents.
