Official description

The objective of this tender procedure is to establish a framework contract, per lot, for the provision of proficient, high-quality, geographically clustered transportation car rental services. These services are intended to encompass a range of categories of cars for passenger transportation. The following categories of vehicles and associated services are to be provided under the prospective framework contract: • Small transportation cars with a minimum of four seats; • Transportation cars with a minimum of five seats; • Minivans. Frontex intends to establish one framework contract per lot as follows: Lot 1 - Bulgaria; Lot 2 - Greece and Cyprus; Lot 3 - Slovenia, Croatia, Serbia, Bosnia and Herzegovina, Montenegro, North Macedonia, Albania and Kosovo

Who can apply
III.4.1 · Legal and Regulatory Capacity

The Tenderer and any involved entity are asked to prove that it has legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.

III.4.2 · Economic and Financial Capacity

Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.

III.4.3 · Technical and Professional Capacity

The tenderer must have professional experience in providing similar services, i.e. rental of motor vehicles. The Tenderer shall demonstrate its technical ability to provide all the services and products required in this call for tenders.

III.4.4 · Professional Conflicting Interests

Any entity involved in the tender must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the Contracting Authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.
