Frontex will use the Framework Contract (FWC) established following this procurement procedure to: support the operational needs of its fleet, in particular for the positioning and repositioning of vehicles. secure access to appropriate, reliable and flexible vehicle’s transport solutions, while ensuring cost efficiency and competitive pricing conditions.
Contractor must manage and oversee all aspects of transport to/from Frontex operational areas, including handover/takeover of vehicles and loading/unloading operations, at locations defined per Order Form across EU Member States, Schengen Associated Countries, and Third Countries Contractor must inspect condition of Frontex vehicles during all loading and offloading operations at pick-up and delivery locations All contract management tasks (daily management, documentation submission, communication with Frontex) are performed from the Contractor's own premises (ToR-11) Market research and preparation of Reply Forms (ToR-25 to ToR-27) are performed remotely from the Contractor's own premises Communication with Frontex is conducted via Microsoft Teams, telephone, and email (ToR-41) Tender opening session takes place online (Tender Specifications, Section III.1)
The Tenderer and any involved entity is asked to prove that it has legal capacity to perform the contract and the regulatory capacity to pursue the professional activity necessary to carry out the work subject to this call for tenders.
Tenderers must comply with the following selection criteria in order to prove that they have the necessary economic and financial capacity to perform the contract.
The tenderer must demonstrate full compliance with applicable vehicles' transport regulations and adequate insurance coverage for transport operations.
The tenderer must demonstrate proven experience in managing vehicle transport services of similar scope and complexity.
The tenderer must demonstrate the capacity to ensure consistent quality in the supply of vehicle transportation through the implementation of appropriate quality assurance and performance management measures.
Any entity involved in the tender must not be subject to professional conflicting interests which may negatively affect the contract performance. Where the Contracting Authority has established such conflicting interests, it may conclude that the tenderer or an involved entity does not possess the required professional capacity to perform the contract to an appropriate quality standard.
All Contractor's staff (as indicated under art.7 of this ToR document) shall possess at least the following qualifications: At least five (5) years of professional experience in contract management, involving vehicle's transport services or similar. Command of English (at least to B2 level of the European Framework of Reference for Languages).
