12.2.1.1 · Economic and Financial Capacity

The average annual turnover of the tenderer for the last 3 financial years closed and audited up to the deadline of submission of tenders must be at least 9.000.000 EUR.

12.2.1.2 · Economic and Financial Capacity

The tenderer's current assets must be higher than current liabilities in the last financial year closed and audited up to the date of submission of tender.

12.2.1.3 · Economic and Financial Capacity

The tenderer shall demonstrate that he has available or has access to credit lines or any other credit facilities sufficient to meet the construction cash flow (other than pre-financing), in addition to the Tenderer's commitments for other contracts, for the whole duration of the contract of not less than the following amounts of 2 500 000 EUR.

12.2.2.1 · Technical and Professional Capacity

The tenderer must be a registered firm or natural person legally capable of carrying out the construction works (applicable to: each sole tenderer, each member of a joint venture/consortium and each sub-contractor).

12.2.2.2 · Technical and Professional Capacity

The tenderer shall have a professional licence, certificate (or right), in accordance with the laws of the country in which he is established, or equivalent, for the execution of the specified construction works (applicable to: each sole tenderer and each member of a joint venture/consortium). The tenderer must apply with complete documentation in 14 working days after the signature of the contract for obtaining licence/certificate/authorisations for the legal entity and for the engineers for performing construction activities in accordance to the Law on Construction of the Republic of North Macedonia.

12.2.2.3 · Technical and Professional Capacity

The Tenderer must have completed contracts within the last five (5) years up to the submission deadline of this tender as follows: a) As a Prime Contractor, at least one (1) works contract for construction of municipal waste water treatment plant for minimum secondary biological wastewater treatment, with minimum capacity of 40 000 PE governed by the FIDIC conditions of contract; and b) At least one (1) contract for preparation of detailed/final design for construction of municipal waste water treatment plant for minimum secondary biological wastewater treatment with minimum capacity of 40 000 PE. The WWTP shall be with anaerobic sludge stabilization and energy recovery. In case the proposed referent project meets both requirements 12.2.2.3. a) and 12.2.2.3. b) shall be accepted for both requirements.

12.2.5 · Key Personnel

One (1) Design and Process Engineer must have at least university degree in engineering, minimum 10 years experience in infrastructure projects and to have experience of at least two (2) projects as Design and/or Process Engineer in preparation of design for construction and/or reconstruction of municipal waste water treatment plant for minimum secondary biological wastewater treatment with minimum capacity of 40 000 PE.

12.2.5 · Key Personnel

One (1) Team Leader/ Contractor's Representative must have a university degree in civil engineering and shall have a minimum of 10 years' general experience in civil engineering and to have experience of at least one (1) project as a Team Leader/ Contractor's Representative for construction and/or reconstruction and/or extension of municipal waste water treatment plant for minimum secondary biological wastewater treatment with minimum capacity of 40 000 PE.

12.2.3.1 · Economic and Financial Capacity

The average annual turnover of the tenderer for the last 3 financial years closed and audited up to the deadline of submission of tenders must be at least 7 500 000 EUR.

In case the proposed referent project meets both requirements 12.2.4.3. a) and 12.2.4.3. b) shall be accepted for both requirements. This means that, when one reference presented satisfies both requirements, the tenderer must present only one additional reference under criterion 12.2.4.3. a) - i.e. two in total, not three.

12.2.5 · Key Personnel

One (1) Team Leader/ Contractor's Representative must have a university degree in civil engineering and shall have a minimum of 10 years' general experience in civil engineering and to have experience of at least one (1) project as a Team Leader/ Contractor's Representative for construction and/or reconstruction and/or extension (upgrading) of sewerage systems with a minimum length of 20 km.
